Although my officials are continuing to make preparations on the basis that a new programme will come into force as soon as possible after the current one ends, due to the potential delay in agreeing the new regulations within the EU we are also considering contingency measures to ensure crucial funding in priority areas can continue.

We are aware of the change that is likely to happen as a result of the new common agricultural policy proposals from the European Commission, and we are working on managing the impact of these changes to ensure a positive outcome for the Scottish agricultural sector. Some stakeholders have called for a delay in implementation of a new Pillar 2 Less Favoured Area (renamed Area of Natural Constraint in the new proposals) Support Scheme to limit the impact on producers at a time of changes to the Pillar 1 direct payments scheme. Whether this is possible will depend on the new EU regulations which are currently being discussed within the European parliament and European Council.

In relation to fuel poverty and housing energy efficiency, the following programmes of the Scottish Government has partly or fully funded, or will partly or fully fund, schemes in the following calendar years:

*The Energy Assistance Package, Universal Home Insulation Scheme and Boiler Scrappage Scheme aim to be rolled up into the National Retrofit Programme which is due to be launched on 1 April 2013. In respect of the Boiler Scrappage Scheme, there is a manifesto commitment attached to it before the scheme can discontinue.

Savings are estimated to be those at household level depending on the type of heating system or insulation chosen or accepted by that household. As such they are not “allocated” by Scottish Government.

On 6 June 2012, the Scottish Government published the Home Energy Programmes Summary and Detailed Reports for the period from 1 April 2009 to 31 March 2012:

This includes information on money due to be saved by households over the lifetime of the measures provided by the Boiler Scrappage Scheme, Home Insulation Scheme and Universal Home Insulation Scheme, broken down by Energy Saving Scotland Advice Centre area and local authority area. The Scottish Government does not hold this information for the Energy Assistance Package, so it is not possible to provide a breakdown of the £700 million. However, of the £286 million expected to be saved over the lifetime of the measures provided by the Boiler Scrappage Scheme, Home Insulation Scheme and Universal Home Insulation Scheme, £3 million (10.5%) is expected to be saved by households in Shetland.

This includes information on expenditure on the Universal Home Insulation Scheme, broken down by Energy Saving Scotland Advice Centre area and local authority area. The same information for the Boiler Scrappage Scheme can be derived by multiplying the published information on vouchers paid by the voucher value of £400. The Scottish Government does not hold this information for the Energy Assistance Package or the Home Insulation Scheme.

The Scottish Government does not hold this information for the Central Heating Programme, which operated in FY2007/08 and FY2008/09. However information on numbers of installations carried out by the Central Heating Programme, by local authority area, is available at:

The amount spent on the Scottish Non-Domestic Energy Efficiency national advice and support programme in the last five years is £34.52 million.

The amount spent on the Scottish Domestic Energy Efficiency national advice and support programme in the last five years is £23.73 million.

The Scottish Government does not hold information on expenditure on these programmes at regional or local authority level.

The Economy, Energy and Tourism Committee report on fuel poverty, published 22 February 2012, called for £200 million per annum of funding from public and private sources to tackle fuel poverty. Our National Retrofit Programme aims to cover the whole of Scotland in ten years and will deliver the step change in provision of energy efficient homes we promised in the Infrastructure Investment Plan.

The Scottish Government is working with energy companies to identify around £200 million a year to support the programme, which we aim to roll out from April 2013. The Scottish Government has committed to provide a quarter of a billion pounds over the spending review period to support the programme.

This government is committed to eradicating fuel poverty, as far as is reasonably practicable, by 2016. The Economy, Energy and Tourism committee report on fuel poverty, published 22 February 2012, called for £200 million per annum of funding from public and private sources to tackle fuel poverty. Our National Retrofit Programme is expected to commence in April 2013. We are currently working with local authorities, the Scottish Fuel Poverty Forum and energy companies to develop the Programme which will cover the whole of Scotland in ten years.

For 2013-14 we expect this to be comprised of £65 million Scottish Government fuel poverty and energy efficiency programmes, £16.75 million Scottish Government domestic energy efficiency programmes, £7.75 million War million Homes Fund, £120 million Energy Company Obligation (assuming a pro-rata share based on population). Total £209.5 million.

In my statement to Parliament on 6 June 2012 I confirmed the Scottish Government’s plans to develop a National Retrofit Programme to transform Scotland’s ageing houses into energy efficient homes.

In line with the recommendations from the Scottish Fuel Poverty Forum the programme will adopt an area based approach that prioritises fuel poverty and other deprivation factors. Support and measures provided will be tailored to home and household needs, based on a thorough assessment. Local authorities will have a central role in the design and delivery of local programmes and officials have established a local authority working group, to develop this further. The first meeting of the group will be in August.

We aim to roll out the programme from April 2013.

In my statement to Parliament on 6 June 2012 I confirmed the Scottish Government’s plans to develop a National Retrofit Programme to transform Scotland’s ageing houses into energy efficient homes.

The Scottish Government has established a local authority working group to develop the programme, which we aim to roll out from April 2013. The first meeting of the group will be in August. Alongside this we are holding workshops with the Sustainable Housing Strategy Group and the Scottish Fuel Poverty Forum to further develop our plans.

The Scottish Government is working with energy companies to identify around £200 million a year to support the programme. We plan to cover the whole of Scotland in 10 years.

The pro-rata share is based on the expected level of investment required from energy suppliers to deliver on their targets under their obligations, as estimated by the UK Government, Department of Energy and Climate Change, and assuming that Scotland achieves a share of that investment proportionate to its population. The Energy Company Obligation is a target for energy companies to deliver measures throughout Great Britain and no regional delivery targets are set by the UK Government. The Scottish Government is working with energy companies, local councils and other partners to develop a national retrofit programme to tackle fuel poverty and maximise energy company investment in Scotland and ensure that they deliver a proportionate share of the obligation here.
