To ask the Scottish Government what impact the recently-announced £2 million in additional funding for the Scottish Ambulance Service (SAS) for 2015-16 will have on the reported £436,000 in savings that SAS North Division has been targeted to make.
Answer
It is important to recognise that all savings made by the Scottish Ambulance Service are retained for reinvestment. How resources are utilised to deliver the Scottish Ambulance Service’s Strategy, Towards 2020: Taking Care to the Patient, and achieve efficiency savings is a matter for the Scottish Ambulance Service.

To ask the Scottish Government how the recently-announced £2 million in additional funding for the Scottish Ambulance Service for 2015-16 will be allocated, broken down by regional operational division.
Answer
The Scottish Government has invested £2 million to support delivery of the Scottish Ambulance Service’s strategy Towards 2020: Taking Care to the Patient, which was launched on 3 February 2015.
The allocation of the resources to deliver the strategy is a matter for the Scottish Ambulance Service.

To ask the Scottish Government whether it had prior knowledge that the Crofting Commission planned to lodge a request that a special case be stated on a question of law for the opinion of the Court of Session in connection with the Land Court’s decision of 18 December 2014 in the case of MacGillivray v the Crofting Commission.
Answer
The regulation of crofting is an operational matter for the Crofting Commission, carried out on behalf of the Scottish Ministers. The Scottish Ministers were aware that a special case might be stated but took no part in the decision to do so.

To ask the Scottish Government whether it is aware of who is remunerating the legal costs involved in pursuing the Crofting Commission’s request that a special case be stated on a question of law for the opinion of the Court of Session in connection with the Land Court’s decision of 18 December 2014 in the case of MacGillivray v the Crofting Commission.

Any legal costs incurred by the Crofting Commission in the furtherance of its operations are included in the annual budget included in the Budget (Scotland) Bill 2014-15 Supporting Document, which can be accessed on the Scottish Government website at:

To ask the Scottish Government, further to the answer to question S4W-23998 by Shona Robison on 27 January 2015, whether it will provide the information requested as to whether the Scottish Ambulance Service made/has made any applications for additional money in its budget in (a) 2011-12, (b) 2012-13, (c) 2013-14 and (d) 2014-15 and, if so, whether it will provide details of these applications.
Answer
The Scottish Government engage with the Scottish Ambulance Service in a detailed annual financial planning exercise as part of the Local Delivery Plan (LDP) process when service demands on service and funding levels are considered.
Throughout the year, monthly performance reviews/assessments of the agreed financial plan are undertaken, based on the Scottish Government Health and Social Care Directorates monthly Financial Performance Returns with reference to the agreed LDP. Scottish Government officials review and discuss financial performance with the Scottish Ambulance Service regularly throughout the year.

The Cabinet Sub Committee on Climate Change has overall responsibility for ensuring that Scotland meets the world-leading climate change targets set out in the Climate Change (Scotland) Act 2009, contributing to the government’s purpose of creating a more successful country, with opportunities for all of Scotland to flourish, though increasing sustainable economic growth. The Cabinet Sub Committee met for the second time on 8 January 2015 and discussed both the good progress made to date and the policy options available across the members’ portfolios to help ensure Scotland stays on track to meet its world-leading climate change targets. These included options in energy, housing, transport, local government and communities, land use, agriculture and forestry.

To ask the Scottish Government, further to the recommendation at paragraph 132 of the Finance Committee’s 1st report 2015, Draft Budget 2015-16, whether the Scottish Fiscal Commission has now been instructed to monitor the Scottish Government's long-term investment commitments.
Answer
As set out in the Scottish Government’s response to the Finance Committee report on the 2015-16 Draft Budget of 3 February 2015, the Scottish Government does not consider that the monitoring of long term investment commitments as currently set out in Annex A of the draft budget falls within the remit of the Scottish Fiscal Commission. The Scottish Government is considering a broader role for the commission in assessing any wider prudential borrowing regime that might be applied in follow up to the Smith Commission proposals.
