To ask the Scottish Executive what assessment it has made of the impact of greenhouse gas emissions from air travel on targets to reduce climate change.
Answer
The UK has a Kyoto Protocol target to reduce emissions of the basket of six greenhouse gases to 12.5% below 1990 levels by 2008-12. This is a UK-wide target, and action taken to meet it will occur across all sectors of the economy and in all regions of the UK. The UK compiles an annual inventory of greenhouse gas emissions to assess progress towards meeting this target. The UK Greenhouse Gas Inventory is prepared according to international guidelines. It includes carbon dioxide emissions from domestic flights (both civil and military) between destinations in the UK, including take-off and landing and the cruise phase. The latest year for which published data are available is 2000. Emissions of carbon dioxide from domestic aviation in the UK were around 0.8 million tonnes of carbon equivalent in 2000, representing 0.4% of total UK greenhouse gas emissions. Emissions associated with aviation fuel loaded onto international flights are also recorded in the UK Inventory but, in accordance with reporting guidelines, are not included in the UK greenhouse gas totals.

To ask the Scottish Executive whether it is its intended policy that care homes will pay water charges that are five times greater than the charges paid by their counterparts in England and Wales following the Court of Session decision in the case of Scottish Water v Clydecare Ltd.
Answer
I am not in a position to comment on the detail of charges to individual customers of Scottish Water. The Executive's policy on water charges is that the revenue raised under a charges scheme for a particular year should not exceed the revenue cap specified by the Water Industry Commissioner for that year in his Strategic Review of Charges; that by no later than 2005-06 charges within a scheme should be harmonised on a geographical basis across Scotland, and that tariffs within schemes should be broadly cost-reflective. A series of discounts and reliefs are available to customers in specific circumstances. These are not specific to care homes.I am unable to comment on the charges paid by an individual customer of Scottish Water. This is a matter for Scottish Water and the Water Industry Commissioner who are jointly responsible for agreeing the scheme of charges in any particular year.

To ask the Scottish Executive what action it will take in respect of liability of care homes to water charges in light of the Court of Session decision in the case of Scottish Water v Clydecare Ltd and when it will issue advice to the owners, operators and residents of such homes on the implications of the court's decision.
Answer
The Executive and local authorities presented the independent care sector with a substantial offer to uplift fee levels from 1 April 2003 at a meeting on 31 January. The offer honours our earlier commitment to meet the fee levels recommended by the National Review Group. An increase in real terms has been applied to the revenue element of existing care home costs to take account of various pressures, including water rates. The sector is considering the terms of the offer.

To ask the Scottish Executive whether it will consider applications from care home owners to the water industry hardship fund in light of the Court of Session decision in the case of Scottish Water v Clydecare Ltd.
Answer
The water industry hardship fund has been set up to assist those organisations suffering hardship as a result of having had their relief on water and sewerage charges withdrawn - care homes are already able to apply to the fund on this basis.
