To ask the Scottish Executive whether the 25% of the police budget reported to be spent on administration includes spending on the (a) Scottish Police Services Authority, (b) Scottish Crime and Drug Enforcement Agency and (c) police training college and, if so, how much.

To ask the Scottish Executive, in light of the reported finding by the Association of Chief Police Officers in Scotland that 25% of the police budget is spent on administration, whether it will provide a breakdown of this spending.
Answer
The paper on additional cost saving options presented by the Association of Chief Police Officers in Scotland at the fifth meeting of the Scottish Policing Board includes a breakdown of staff-related expenditure by functional area across the eight force headquarters. All Scottish Policing Board papers are published on the Scottish Government website.

To ask the Scottish Executive whether chief constables in Scotland must have regard to guidance issued by the Home Secretary to forces in England and Wales regarding the weapons that may be used by police officers.
Answer
The Home Office (2003) Code of Practice on Police Use of Firearms and Less Lethal Weapons is binding on police forces in England and Wales and is also applied by police forces in Scotland. The Association of Chief Police Officers in Scotland (ACPOS) voluntarily complied with the code by publishing, in 2004, a statement of intent on police use of firearms and less lethal weapons. The police use of firearms in the operational context is governed by the manual of guidance on the management, command and deployment of armed officers. This document is produced by the National Policing Improvement Agency which is issued by the Home Office and endorsed by ACPOS.

To ask the Scottish Executive how many times in the last 12 months it has contacted local authorities to obtain information regarding (a) the number of fostering households that they have and (b) whether there are any shortages of supply of fostering households.
Answer
The Scottish Government does not collect this type of information. If is for local authorities to consider whether there are sufficient foster carers in their area.
The Scottish Government is supporting local authorities by working closely with, and funding activities through, the Fostering Network which supports the recruitment and retention of foster carers.
