To ask the Scottish Executive how much capital funding was allocated to the NHS in Scotland in each of the last three years and how much will be allocated in each of the next three years, broken down by health board area in each case.

To ask the Scottish Executive what action it is taking to ensure that adequate resources are in place to provide suitable support and counselling services to prevent recurrent homelessness of people who have been re-housed.
Answer
I have made available an additional £11 million in the next two years to begin delivery of the recommendations of the Homelessness Task Force. Local authorities and others will also be expected to deploy existing resources more efficiently and effectively. In addition, resources available through Supporting People will fund a range of housing support services for people at risk of homelessness. The case for further resources will be considered as part of the forthcoming spending review.

To ask the Scottish Executive what the most recent statistics are and relating to sudden infant deaths (cot deaths) and how many of these can be linked to exposure to tobacco smoke.
Answer
There were 41 cot deaths in the calendar year 1999. Figures for year 2000 are not yet available.Information on the number of cot deaths linked to exposure to tobacco smoke is not held centrally.

To ask the Scottish Executive whether it has any plans to review and modernise planning law.
Answer
Yes. We will consult during 2001 on proposals to modernise the planning system including: the overall planning framework; more public involvement in the planning process, and getting better quality development in urban and rural Scotland. Any legislative changes that are necessary to give effect to changes made to the planning system will follow.

To ask the Scottish Executive what plans it has to provide support to pre-five nursery and education services for asylum seekers.
Answer
Where families with pre-school children are granted exceptional leave to remain in the UK, these children are entitled to receive the full benefit of up to two years of grant-funded pre-school education.Where asylum decisions are pending, the priority is to provide integrated packages of family, childcare and education support. My officials are currently discussing with representatives of the Scottish Asylum Seekers Consortium how such integrated packages might best be developed and resourced, using various streams of Executive funding in flexible ways.

To ask the Scottish Executive when it will publish (a) the procedural guidelines for local authorities undertaking stock transfers and (b) the code of practice on tenant participation in stock transfers.
Answer
The document Guidance for Local Authorities on Housing Transfer to Community Ownership was published on 28 August and copies are available in the Parliament's Reference Centre. The code of practice on tenant participation in stock transfers was published on 25 January 2001.

To ask the Scottish Executive what arrangements are in place for co-operation between the Health Technology Board for Scotland and the National Institute for Clinical Excellence in England.
Answer
The Health Technology Board for Scotland (HTBS) and the National Institute for Clinical Excellence (NICE) have established a good collaborative relationship. This includes reciprocal "observer" status at board meetings.
There are particularly strong links underpinning the choice of topics for assessment, with reciprocal involvement in each other's processes that will aid the prioritisation of HTBS proposals. For topics on which HTBS and NICE both decide to perform a full assessment, they will collaborate to obtain one systematic review and critical appraisal that can be taken into each body's assessment process to ensure local ownership. NICE and HTBS are also collaborating on methodological issues.The HTBS Director has been involved in symposia focusing on NICE work and she gave a presentation at the NICE annual conference in November.
