To ask the Scottish Executive how many lesbian, gay, bisexual and transgender staff identified themselves in last year’s NHS staff survey as having experienced bullying or harassment.
Answer
The NHS Scotland 2008 staff survey took place between 20 October 2008 and 21 November 2008. A total of 58,381 staff completed the staff survey.
Specific questions relating to lesbian, gay, bisexual and transgender staff were not asked in the 2008 staff survey.

To ask the Scottish Executive how many black and minority ethnic staff identified themselves in last year’s NHS staff survey as having experienced bullying or harassment.
Answer
The NHS Scotland 2008 staff survey took place between 20 October 2008 and 21 November 2008. A total of 58,381 staff completed the staff survey.
From the 2008 staff survey results, 265 black and minority ethnic staff identified themselves as having experienced bullying and 221 reported having experienced harassment.
NHS boards are required to develop local action plans that address the issues raised by the staff survey results.

To ask the Scottish Executive how many NHS boards have published an equal pay review.
Answer
There is presently no statutory duty on public authorities to carry out equal pay reviews. However, NHSScotland recognises the value of this tool within the goal of being an exemplar employer. Only NHS 24 has so far published an equal pay review but all boards are currently looking at how best to progress the equal pay review process.

To ask the Scottish Executive what discussions ministers have had with North Lanarkshire Council to discuss the implications of the Zero Waste Plan.
Answer
In May I attended and spoke at a meeting of COSLA Leaders at which North Lanarkshire Council were represented.
At that meeting I gave assurances that Scottish Government will continue to work closely with COSLA and local authorities in the development of the Zero Waste Plan, and the delivery of the Zero Waste agenda.
The Zero Waste Plan for Scotland is presently out to consultation. Scottish Government looks forward to receiving a wide range of responses, all of which will be carefully considered.
I encourage everyone with an interest to respond to this consultation including North Lanarkshire Council.
I am also more than happy to have a bilateral with North Lanarkshire Council if they want to do so.

To ask the Scottish Executive whether the capital projects planned in NHS Lanarkshire’s A Picture of Health modernisation programme will be completed in the timescale agreed when the proposals were first approved.
Answer
Sixteen priority capital projects (excluding the acute hospital redevelopments) had been planned by the board under A Picture of Health and in the original plan it was envisaged that these would be completed within a five-year period. It was always intended however that the developments would require to be completed in a phased basis, recognising the NHS board''s capacity and available resources. All but two of these projects have commenced and will be completed by the end of 2013.
Planning work for Airdrie Health Centre and the North Mental Health Inpatient Unit is ongoing and the board envisages that these projects will also be completed within the same timescale.

To ask the Scottish Executive whether all NHS boards have submitted equality impact assessments.
Answer
There is no specific requirement for NHS boards to submit their Equality Impact Assessments. Boards are required under the three equality duties for races, gender and disability to undertake equality impact assessments of all new and revised policies, strategies, functions or changes and to place them in the public domain.
The Equality and Human Rights Commission is responsible for monitoring the level, quality and impact of public sector Equality Impact Assessments.

To ask the Scottish Executive when it expects that a decision will be made on the proposed A8 Mossend rail freight terminal development.
Answer
The Scottish Government has considered the development appraisal relating to a proposed new junction on the A8 at Mossend rail freight terminal. A response was submitted to Dougall Baillie Associates (Transport Consultant to Peter D Stirling) on 26 March 2009 which allows them to progress an Access Strategy Report to determine the most appropriate junction form. Further consideration will be given to the issue following receipt of the Access Strategy.

To ask the Scottish Executive when it expects the Registration Office in Bellshill to have its family history section able to go on-line.
Answer
The Registrar General has since end-2004 provided registration offices with access to birth, death and marriage records for the whole of Scotland, for the purpose of family history research as well as registration. He has discussed with North Lanarkshire Council the provision of more comprehensive family history information and a technical solution has been agreed that will enable the Bellshill family history section to open at a date of North Lanarkshire Council''s choosing.
