To ask the Scottish Executive what assistance will be given to Dumbarton Football Club to complete the construction of their proposed new stadium.
Answer
At national level assistance is available from the Football Trust and sportscotland for the completion of works required to implement recommendations in the Taylor report and carry out other essential safety works. I understand that in the current financial year some £1.1 million is available in Scotland for such projects.

To ask the Scottish Executive whether it intends to develop the river Clyde as part of an overall transport strategy for both commerce and pleasure, and specifically in order to alleviate congestion on roads both north and south of the upper and lower Clyde.
Answer
The integrated Transport White Paper and subsequent consultation documents set out the aim of reducing road use in favour of more environmentally friendly modes of transport. The River Clyde represents an excellent transport opportunity in this respect. I would encourage the relevant authorities to consider the scope for appropriate commercial and recreational developments within the context of the Government's overall policy approach.

This information is not held by the Scottish Executive, and is not currently available to West Dunbartonshire Council. However, I have asked the Council to write to Mr Quinan as soon as the information becomes available.

Answer
As I indicated in my response to question S1W-887 on 24 August, information on the levels of anti-tetanus vaccine held at Accident and Emergency Departments is not held centrally. I understand from Argyll and Clyde Health Board that sufficient supplies of the vaccine were available at Accident and Emergency Departments in the Board area on 6 and 7 August 1999.

Answer
The information requested is not held centrally. It is for NHS Trusts to ensure that stocks of the anti-tetanus vaccine are ordered to meet their individual requirements.

To ask the Scottish Executive whether it considers the care records of the Mental Welfare Commission for Scotland to be health records and therefore subject to the Access to Health Records Act 1990.
Answer
No. The care records of the Mental Welfare Commission do not fall within the definition of "health records" as contained within the Access to Health Records Act 1990, with the exception of review of detention reports prepared by Commission doctors.

To ask the Scottish Executive what measures it is taking to improve safety on the A82.
Answer
A number of minor schemes have recently been completed on the A82 and a further 14 road safety schemes have been approved for completion in this financial year. In addition the Base Railway Camp Bridge strengthening scheme at Fort William is expected to commence on site in September 1999. A Route Accident Reduction Plan (RARP) has already been carried out on the majority of the route with the section between Balloch and Tarbet due to report in the Autumn. RARP measures which are under consideration are aimed at introducing a consistent regime of signing and carriageway markings throughout the length of the route.Additional road safety improvements which include traffic calming measures within villages may be implemented on the A82 subject to competing priorities on the trunk road network and funds being available.

To ask the Scottish Executive what measures were taken to attempt to prevent job losses at the plants of UiE Scotland Limited in Clydebank and Greenock in the last year.
Answer
Employment levels at UiE and in the off-shore fabrication industry generally fluctuate widely as a result of changing world demand for oil and gas, and the exploration activity it generates. The Local Enterprise Network is offering its full range of retraining services for those affected by recent job losses at UiE.
