To ask the Scottish Executive to provide details of what directions, guidance or representations it has made to the shadow strategic rail authority regarding the upgrading of the rail line between Ayr and Mauchline.
Answer
Under the provisions made in the UK Transport Bill, introduced on 1 December 1999, the Scottish Ministers will be able to issue directions and guidance to the Strategic Rail Authority (SRA) for passenger rail services that begin and end in Scotland (effectively the ScotRail franchise). Since the Bill has not completed its passage through Parliament at Westminster, the Scottish Ministers are not yet able to exercise these powers.
We will, however, shortly be consulting on strategic priorities for Scotland's railways as part of the process of developing directions and guidance to the SRA. During this process we will give consideration to a wide range of issues, including proposals such as upgrading the railway line between Ayr and Mauchline.

To ask the Scottish Executive what European funding is available in total for roads in Scotland; what level of European funding is available in respect of which roads, and what representations and applications have been made regarding European funding for roads.
Answer
Of the new Structural Fund Programmes for the 2000-06 Programming period, only the Highlands & Islands Special Transitional Programme provides support for strategic investments in communications and infrastructure, including roads and bridges. No specific amount is set aside for particular projects. The deadline for first round applications for European Funding was 7 September with decisions expected on 6 December.

To ask the Scottish Executive what plans it has for the bulk buying of liquid petroleum gas.
Answer
The Scottish Executive already uses a contract for motor vehicle fuels, including liquid petroleum gas (LPG), which ensures that fuel is bought at competitive prices. This contract was arranged as a result of collaboration with UK Government Departments.

To ask the Scottish Executive whether the costs of the public inquiry and planning appeal into the route of the City of Edinburgh Rapid Transit scheme will be met from funding already allocated to the project or from other public funds, what the anticipated costs are of these inquiries and who will meet these costs.
Answer
Each party to the planning appeal process is required to meet its own expenses. The Scottish Executive Inquiry Reporters Unit meets the cost of providing a Reporter and associated administration of the inquiry including advertising the inquiry arrangements and hire of the venue. The costs of the public inquiry and planning appeal into the route of the City of Edinburgh Rapid Transit scheme are therefore for the respective parties to meet. The extent of such costs will depend upon, for example, the number of parties involved; the complexity of the issues raised; and duration of the inquiry. The City of Edinburgh Council will not be able to use resources awarded under the Transport Challenge Fund to meet the cost of its participation in this inquiry.
