To ask the Scottish Executive, further to the answer to question S2O-1257 by Cathy Jamieson on 5 February 2004, what further action has been taken to encourage greater use of mediation services.
Answer
The Executive supports a rangeof measures designed to achieve early resolution of disputes and the resolutionof disputes outwith the formal court system. We provide funding for a range of mediation services including funding ofaround £70,000 per annum for two new In-Court Mediation pilots introduced in Aberdeen andGlasgow this year. The Scottish Mediation Network (SMN) have been awarded £110,820this year, allowing them to undertake projects that raise public awareness and understandingof mediation and to develop a quality assurance scheme within the mediation sector.The Executive are also providing core funding of £141,365 and a training grant of£37,671 for Family Mediation Scotland allowing families to reach agreement throughmediation. Further, ten Local Family Mediation Services have been awarded £643,152in funding this year. The new civil justice “Advice Finder” website launched inMay reinforces the Executive’s support and further promotes the use of mediation.

To ask the Scottish Executive what progress is being made towards implementation of the Partnership Agreement commitment progressively to introduce a scheme of national bus, rail and ferry concessionary travel for young people, initially for all in full time education or training.

To ask the Scottish Executive what proportion of the annual budget of (a) each NHS board and (b) the NHS was spent on managerial salaries and administration costs in (i) 1995-96, (b) 2000-01 and (iii) the most recent financial year for which figures are available.
Answer
The Boards’ spending onmanagerial salaries and administration costs are taken from the previous parliamentaryanswer S2W-25425 and shown together in the following data. This includesexpenditure on both administration and management costs.
The definition ofadministration expenditure has changed over the period due to changes inaccounting guidance and also in the configuration of the health service,particularly the dissolution of NHS trusts. Consequently the figures shown arenot entirely comparable over these years. Expenditure on managerial salaries isnot held centrally by the Scottish Executive and is therefore not separatelyanalysed. Expenditure by each NHS board for 1995-96 is no longer held centrallyso only total NHS expenditure is shown.
The proportion of the annualbudget of (a) each NHS Board and (b) the NHS, that was spent on managerialsalaries and administration costs is shown in the following table.
