To ask the Scottish Executive whether there are any European regulations that would prevent multiple interventions, such as both a public service obligation and aid of a social character, being applied on any one transport route.
Answer
There are no EuropeanCommunity Regulations preventing multiple interventions in respect of the sametransport route, such as both a public service obligation which is funded andan aid of a social character. However, Article 87(2)(a) of the EC Treaty statesthat “aid having a social character, granted to individual consumers, shall becompatible with the common market provided that such aid is granted withoutdiscrimination related to the origin of the products concerned”.
In the case of an air routeon which a Public Service Obligation has been imposed, and which is receivingfunding, only one airline has the right to provide a service. Therefore thepolicy and practice of the European Commission is not to permit the combiningof these two types of public funding in respect of the same transport services.

To ask the Scottish Executive whether it has had any meetings or correspondence with any ferry operators since January 2004 regarding a possible foot-passenger-only ferry service between Gourock and Dunoon and, if so, on what dates any such (a) meetings took place and (b) correspondence was exchanged.

To ask the Scottish Executive whether it has made any progress in identifying the cost of achieving the savings attributed to the Efficient Government initiative and whether it now has baseline outcome data to measure the impact that these savings have had on departmental performance.
Answer
I am very pleased that the AuditScotland report which issued on 19 December recognises the progress we have madein identifying costs and that the initiative is delivering efficiencies that wouldnot otherwise have been achieved.
I am also pleased that the reportrecognised that most projects have established robust baselines. As we have saidbefore, developing better information systems is an on-going task on which we areworking in conjunction with Audit Scotland and others.

To ask the Scottish Executive what the timescale is for the repayment of PFI/PPP project debts, showing the annual cash flow required to meet these commitments over the life of each contract, broken down by NHS board, local authority or other body that authorised the projects.

http://www.scottish.parliament.uk/webapp/wa.search.Information on the unitary chargefor PPP projects that are either operational or have reached financial close from2031-32 to 2040-41 is shown in the following tables.
The unitary charge is the amountpaid by the public sector procuring body to the private sector consortium for theservices it provides over the length of the contract. The services include capitalconstruction, lifecycle maintenance and facilities management, and not just theupfront construction cost of the asset.
The unitary charge figures providedrelate to the full cost of the PPP projects and not just the cost borne by the ScottishExecutive. Where the PPP project is the Executive’s own project, the Executive willbear the full cost of the unitary charge. Where the PPP project is that of anotherpublic body, the Executive may provide funding towards the unitary charge.

To ask the Scottish Executive whether the Minister for Transport will explore the suggestion by the Deputy Minister for Finance and Public Service Reform, reported in the Press and Journal on 21 November 2006, that “the air discount scheme is a model which needs to be examined further in the context of ferry fares”; whether the Executive is investigating the application of a similar discount scheme to any of Scotland’s ferry routes, and how such a scheme could be implemented, in light of the answer to question S2W-23204 by Tavish Scott on 7 March 2006 indicating that under the European Union state aid rules “aid of a social character” cannot be combined with other types of aid or assistance and of the list of exclusions from the air discount scheme included in the Executive’s press release of 13 February 2006 which indicate that current public service obligation routes are excluded on the grounds that European regulation does not allow multiple forms of aid on one route.
Answer
Once the tendering of the Clyde and Hebrides ferryservices has been completed, the Executive will be commissioning a review of thefares structure that applies to the Clyde and Hebrides routes. We will report further on these matters in duecourse.

To ask the Scottish Executive whether, in discussions with the UK Government on reform of statistics, it has secured guarantees of Scottish representation on the board of the proposed non-departmental public body responsible for statistics and, if so, what percentage of such a board will be representatives of Scotland.
Answer
The Statistics and RegistrationService Bill, introduced in the House of Commons on 21 November 2006, makes provisionfor one non-executive board member to be appointed by HM Treasury after consultationwith Scottish ministers.
The bill states that theboard will consist of non-executive and executive members. The executive membersare to be the National Statistician and two other employees of the board. The non-executivemembers are to be the chairman and at least five other people. The number of non-executivemembers has not at this stage been decided so it is not possible to express the Scottish membership as a percentage of total membership.

To ask the Scottish Executive whom it consulted before determining that it will participate in the new arrangements being put in place for the production and independence of statistics at UK level.
Answer
We consult a wide range of stakeholdersannually on the statistics plan which includes some of the statistics reform issues.However, this has not generated any significant public interest.
However, in reaching our decision,we have considered the responses to the UK-wide HM Treasury consultation – Independencefor Statistics.
And, we will issue our own separateconsultation paper, which will give stakeholders the opportunity to comment on thelegislation and to shape other proposals to improve the statistical service in Scotland.
