To ask the Scottish Executive what objectives were set for Sir John Ward in his role as Chairman of Scottish Enterprise.
Answer
The requirements of the Chairof Scottish Enterprise were set out when the post was advertised and the key objectivesare to:
Ensure that Scottish Enterpriseoperates within the strategic framework set by Scottish ministers.
Ensure that the Scottish EnterpriseBoard, in reaching decisions, takes proper account of guidance provided by the ScottishExecutive and Scottish ministers.
Lead the determination of planningand resource allocation, oversee the implementation of board decisions by staffand achievement of operating plan targets.
Agree performance targets forthe Chief Executive and undertake performance assessments, providing advice to theboard on annual performance pay.
Represent Scottish Enterprisein dealings with Scottish ministers and the Scottish Parliament.

To ask the Scottish Executive what steps will be taken to avoid a repetition of the recent overspend at Scottish Enterprise.
Answer
I expect Scottish Enterpriseto implement both the recommendations of its internal audit team and of KPMG. Mydepartment will seek evidence to demonstrate that these recommendations have beenimplemented and will also commission a report from independent external advisers.

Answer
Scottish Enterprise isrequired to promote economic growth by pursuing the strategic direction set outby the Executive. This strategy involves short, medium and long-term objectives.While many programmes and projects will have an impact in the short term, the cumulativeimpact of actions will become more apparent after a longer time period. However,there is a continuing process of performance measurement including evaluation ofprojects and programmes which may commence as soon as one year after inception butusually after a longer period.
