To ask the Scottish Executive whether any Public Transport Fund money will be available to re-open the Bathgate to Airdrie rail link.
Answer
Individual railway infrastructure projects such as the reopening of the Bathgate to Airdrie rail link are eligible for Public Transport Fund support (PTF). PTF, however, is allocated on a competitive basis. As a consequence, any such proposals would need to comply with the eligibility criteria for the Fund and any formal bid would be considered along with bids from other local authorities and the Strathclyde Passenger Transport Executive.

To ask the Scottish Executive which organisations were or will be consulted on The Development of the Scottish Partnership on Domestic Abuse and Recent Work in Scotland, the National Strategy to Address Domestic Abuse in Scotland and the proposed Action Plan on the Prevention of Domestic Violence; whether any of these organisations have been reimbursed for costs incurred in responding to these consultations; if so, how much each organisation (a) has received to date and (b) will receive in total and, if not, whether any organisations requested reimbursement but were refused, specifying in each case the reasons given for any such refusals.

The report
The Development of the Scottish Partnership on Domestic Abuse and Recent Work in Scotland was not issued as a consultation paper but it did draw upon information gained from a questionnaire circulated by the Partnership to local authorities, health services, police forces and voluntary organisations. One hundred questionnaires were completed.
A draft National Strategy to Address Domestic Abuse in Scotland was issued for consultation in February 2000 to local authorities, health services, police forces and 57 voluntary organisations. Fifty-two responses were received. A revised National Strategy, including an Action Plan and Good Practice Guidance and Service Standards will be issued for consultation very shortly.
No organisation received or requested renumeration for their response.

To ask the Scottish Executive, further to the answer to question S1W-6233 by Mr Jim Wallace on 23 May 2000, what steps it is taking to ensure that every police force establishes rape suites in their police stations as a matter of priority.
Answer
Every Scottish police force has access to at least one rape suite. The number and location of rape suites in a force area is primarily a decision for the Chief Constable to make, taking into account operational priorities.

To ask the Scottish Executive whether it will list any consultation, studies and reports it has commissioned to date which deal with the issues of domestic violence and rape including details of the dates when they were or are expected to be published and the estimated costs of each.
Answer
The Executive published a report on
The Development of the Scottish Partnership on Domestic Abuse and Recent Work in Scotland in February 2000. Research and publication costs totalled £17,000. The report is available from the Stationery Office Bookshop priced £5.
The Executive also intends to publish a new Action Plan on the Prevention of Violence Against Women in the autumn at an estimated cost of £10,000. It will be available free of cost.
The Scottish Partnership on Domestic Abuse consulted in February and March 2000 on a National Strategy to Address Domestic Abuse in Scotland. It will issue a revised strategy, together with Good Practice Guidance and Service Standards, in September or October. The cost is estimated at £5,000.

To ask the Scottish Executive what impact the closure of the Rape Crisis Centre in Perth would have on the local community.

The Scottish Executive recognises the very valuable work carried out by the nine Rape Crisis Centres in Scotland.
We have recently invited the Rape Crisis Network to submit late bids for the Domestic Abuse Service Development Fund and have so far approved £3,000 for a project in Dumfries and Galloway and £12,500 for Central Rape Crisis. We are awaiting at least three more applications from local groups but these do not include the Perth group.
Funding for local groups such as these is a local authority matter.
