To ask the Scottish Executive which medical conditions, other than obesity, have been cited as requiring liposuction to be performed on the NHS on children under 16.

The total number ofepisodes involving children receiving liposuction procedures over the period 2000-2005was 47. The following table lists the conditions for which this treatment was given.

To ask the Scottish Executive whether there is centralised procurement in respect of the purchase or provision of printing services for the NHS.

A national contract for the provisionof Print Services to NHSScotland was awarded on 7 December 2004 and commenced on1 February 2005. The contract is a framework agreement and will run forthree years with a possible extension of one year.

This contract allows NHS boardsand Special Health Boards to procure print services against pre-agreed contractualpricing and terms and conditions with awarded suppliers.

To ask the Scottish Executive what arrangements are in place for the purchase of printing services by NHS boards.

The services suppliers provideunder the national Print Services contract for NHS boards and Special Health Boardsare:

(a)delivery to a central receiving point (or to desk top if required) against purchaseorders, or

(b)bulk deliveries to a central storage area for breakdown and onward shipment to customerson demand.

Theprint products contained within the scope of the contract include medical records,national forms, publications, pads, letterheads, case-note folders, labels and chequesand includes all tooling, stitching, drilling operational requirements etc.

Heads of Procurement in eachNHS board and Special Health Board were issued with a buyer’s guide for purchasingprint services. The guide advises boards that as this contract is a no opt-out frameworkagreement, all boards are expected to migrate their print requirements to theirchosen vendor(s) within the agreement as existing contracts come to an end.

To ask the Scottish Executive what discussions there have been with printing companies regarding contracting printing services for the NHS.

Prior to the award of a nationalcontract, NHSScotland, in accordance with the requirements of European Public ProcurementLegislation designed to ensure fair and open competition for any contracts awarded,published a notice in the Official Journal of the European Union (OJEU),requesting suppliers to note their interest, for the provision of printservices.

A total of 93 companies respondedto the notice and all were asked to complete a pre-qualification questionnaire todemonstrate that they were capable of providing the required services to NHSScotland.Of the 41 companies who completed and returned the pre-qualification questionnaireonly 27 met the minimum qualification requirements to be included in the TenderList.

All bids received underwent arigorous evaluation process and supplier site visits were also undertaken to allowevidence to be gathered as to the suppliers’ capacity and capability to meet therequirements of the contract.

In total 10 suppliers were awardedcontracts.

To ask the Scottish Executive how many (a) adult intensive care beds, (b) adult high dependency care beds, (c) paediatric intensive care beds, (d) paediatric high dependency care beds, (e) neonatal intensive care cots and (f) neonatal high dependency care cots there were in the most recent year for which figures are available and what the average daily cost per bed was for each type of bed.

The specific informationrequested is not held centrally. It is not possible to separately identifyadult and paediatric intensive care/high dependency beds. Similarly, it is notpossible to separate information held on neonatal cots into different caretypes i.e. intensive and high dependency care.

However, Table 1 shows pertinentdata that are held centrally.
