To ask the Scottish Executive whether it will implement the recommendation of the Finance Committee in its 6th Report, 2004 (Session 2) - Relocation of Public Sector Jobs to instruct each department, agency or non-departmental public body that has not been through a relocation in the past five years to prepare a report on the viability of large scale relocation, or decentralisation though the relocation of small units.

To ask the Scottish Executive what controls local authorities can apply in encouraging business users to contribute their fair share in meeting recycling targets.

Local authoritiesoperate trade waste collection services and so may encourage business users to recyclethrough the introduction of recycling schemes or differential charging schemes forsegregated waste.

To ask the Scottish Executive what targets it has set for the reduction of waste going to landfill.
Answer
Under the EU LandfillDirective, the amount of biodegradable municipal waste sent to landfill in Scotland must not exceed 1.32 million tonnes by 2010, 0.88 milliontonnes by 2013 and 0.62 million tonnes by 2020. The
Landfill Allowance Scheme(Scotland) Regulations 2005 ensure that each local authority has to landfillwithin a limit consistent with Scotland achieving these targets.
The National WastePlan sets out aims to stop the growth in the amount of municipal solid wasteproduced by 2010 and reduce the landfilling of municipal waste to 30% by 2020.

To ask the Scottish Executive what targets it has set for recycling from (a) domestic and (b) commercial sources.
Answer
The
National WastePlan set out targets of 25% recycling and composting of municipal waste by 2006,and 55% by 2020. Spending Review 2004 also set a target of 30% recycling and compostingof municipal waste by 2008.
Municipal waste iswaste collected by, or on behalf of, local authorities and includes waste from bothdomestic and commercial sources.
In addition, the producerresponsibility regimes for packaging, for end of life vehicles and for waste electronicsset recovery targets for these categories of waste.
