To ask the Scottish Executive whether it is aware of any plans to close Langholm Ambulance Station and, if so, what action it proposes to take and what criteria are used to determine how far an ambulance station should be located from the communities which it serves.

The Chief Executive of the Scottish Ambulance Service has confirmed that there are no plans to close the Langholm Ambulance Station.

To ask the Scottish Executive whether it is aware of the outcomes from the Borders Visions conference held in Carlisle on 6 October 2000 and, if so, what steps it will take in response.

I understand that a second Borders Visions Conference will be held on 4 and 5 October 2001. The theme of this conference will be the delivery of services in rural areas.

To ask the Scottish Executive how it intends to respond to the report of the inquiry into the circumstances surrounding the death of Kennedy McFarlane.
Answer
Dumfries and Galloway Child Protection Committee commissioned the report into Kennedy's tragic death and primary action on its recommendations is for the local agencies concerned.

To ask the Scottish Executive whether it has asked Dumfries and Galloway Council to carry out a "manageable rationalisation of school buildings"; what is meant by this expression, and whether it has held any discussions with the council on this issue.
Answer
The Scottish Executive has not held discussions with Dumfries and Galloway Council on school rationalisation and has made no specific requests of the council in that regard.I understand, however, that the council are reviewing school provision in the context of the possible development of a Public/Private Partnership for refurbishment of school buildings in their area. I announced on 20 February 2001 the distribution of a total of £5 million to 21 education authorities to enable them to take forward work on feasibility studies into possible further school Ppp projects. This included an allocation of £466,000 to Dumfries and Galloway Council.

A draft report is scheduled for delivery by early summer. This will then need to be evaluated by Scottish Enterprise, Highlands & Islands Enterprise and the Executive. A summary report will be made available on the Scottish Enterprise website.

To ask the Scottish Executive whether it will be monitoring the progress of Camden Council's online transaction service for business rates, council tax and parking fines to assess the utility of a similar system for local authorities in Scotland.
Answer
Through the Central Local Government 21st Century Forum, the Scottish Executive is encouraging local authorities to deliver electronically all services for which this is feasible by 2005. To promote progress towards this target, the Scottish Executive monitors developments like the Camden scheme both north and south of the border.

To ask the Scottish Executive, further to the answer to question S1W-12577 by Susan Deacon on 1 February 2001, how many clinical psychology training posts were provided from the #100,000 allocated to the Scottish Council for Postgraduate Medical and Dental Education.
Answer
The additional funding for clinical psychology training secured eight posts so that the output from the training programmes in Scotland over the next three years will be 32 clinical psychologists per year. Without the additional funding the output would have fallen back to the previous figure of 24 per year. Supported by the clinical psychology committee of the Scottish Council for Postgraduate Medical and Dental Education (SCPMDE), work is under way to define the number and type of psychologists required to provide psychological services in NHSScotland in the most effective way.
