To ask the Scottish Executive, further to the answer to question S2W-12526 by Nicol Stephen on 20 December 2005, whether a written agreement has been reached with the new West of Scotland Regional Transport Partnership as to which rail functions the partnership will manage, develop and monitor and, if so, what the terms of the agreement are.
Answer
When I spoke in committee aboutour focus on signing an agreement with the Strathclyde Passenger Transport(SPT), the aim was to reach an accord which would give comfort to the railemployees of SPT as to their future. Following the transfer of powers, theaffected employees are now a part of Transport Scotland, with the remaininginterests of SPT transferring to the West of Scotland Regional TransportPartnership in April of this year. As a result, no written agreement has beenentered into.

To ask the Scottish Executive which rail functions previously carried out by Strathclyde Passenger Transport will now be carried out by (a) the West of Scotland Regional Transport Partnership, (b) Transport Scotland, (c) the Scottish Executive Transport Group and (d) any other body.
Answer
On 28 November 2005, thepowers of Strathclyde Passenger Transport (SPT) in respect of the ScotRail franchise,together with the staff at SPT who managed the franchise, transferred to the Executiveand subsequently to Transport Scotland. Transport Scotland will continue to have the responsibility for managingand monitoring the delivery of the ScotRail franchise.
The West of Scotland RegionalTransport Partnership (RTP) will continue to have a planning role in its obligationsto create a multi-modal regional transport strategy. In addition the RTP will havea role in promoting rail projects and in the development of service improvementproposals.

To ask the Scottish Executive what plans it has to support respite care for people with learning difficulties provided by the voluntary sector.
Answer
The Executive is investing recordlevels in health and social care to improve the full range of community care services,including respite provision. Scottish Executive support for local authority community care funding in 2005-06 is £1,670 million. Audit Scotland’s annual indicators on respite show substantial increasesin provision over the last two to three years. Additionally, local authorities receivea £16 million Change Fund per annum, to help implement the recommendations in
Thesame as you? review of services for people with learning disabilities. One of the recommendations is for further development of short breaks for people with learningdisabilities.
It is for local partners to purchaseservices as appropriate, including from the voluntary sector. councils and NHSboards are now being asked at a local partnership level to agree annual local improvementtargets on respite. Targets can be for particular client groups, depending on prioritiesagreed with stakeholders, including service users and carers. Targets need to beagreed annually with the Executive and are aimed at delivering sustained improvementsin this key service.
