To ask the Scottish Executive whether the Lord Advocate has referred, or intends to refer, under section 33 of the Scotland Act 1998, section 1(1), which establishes a graduate endowment, of the Education (Graduate Endowment and Student Support) (Scotland) (No.2) Bill as passed by the Parliament on 29 March 2001 to the Judicial Committee of the Privy Council for a decision on whether this provision is within the legislative competence of the Parliament.

I am advised by the Convener of the Holyrood Progress Group that the glazing at the main entrance to the Holyrood building facing Horse Wynd, and the MSP block office windows, adhere to the Government guidelines for physical security.

Provision for the underwater pumping system is included in the capital budget for 'landscaping', which covers improvement works to the area surrounding the Holyrood building.

To ask the Scottish Executive what action it has taken to encourage the Scottish Football Association to progress a joint bid to host the 2008 European football championships in the light of the supportive comments made by Harry Been, Secretary of the Dutch Football Association.
Answer
The Scottish Executive, together with its Agencies, is assisting the SFA with the carrying out of a feasibility study into the possible staging of the 2008 European Nations Championships in Scotland. We will also wish to consider an informed and objective assessment of the prospects of a successful SFA bid before considering any financial or other banking for a bid. The decision on whether or not to bid is a matter for the SFA.
