The Scottish Executive currently provides financial support to seven grant aided special schools and provides 100% funding to Jordanhill School by means of grant aid. The information requested is given in the table below.

To ask the Scottish Executive what the projected lottery funding is for the Scottish Sports Council and the Scottish Arts Council for the next three years.

I attach a table which shows the projected lottery funding for sportscotland (formerly known as the Scottish Sports Council) and the Scottish Arts Council for the next three years. Sportscotland's provisional allocation is lower than that of the Scottish Arts Council because of the establishment of UK Sport as a lottery distributor from 1 July 1999.

To ask the Scottish Executive what provision it is making to allow (a) the Scottish Executive (b) local authorities and (c) Scottish public bodies to meet the cost of complying with the judgement of the European Court of Justice in Case C-78/98 relating to part-time workers' rights to retroactive membership of occupational pension schemes if the Court accepts the Opinion of the Advocate General in this case, and what the estimated costs for (a) the Scottish Executive (b) local authorities and (c) Scottish public bodies of complying with such a judgement would be.

Although the opinion of the Advocate General has been published, the European Court is not necessarily bound by it and is not expected to issue its ruling until next year. Once the ruling is issued, it will be for individual schemes through their own valuation processes to determine the extent of their increased liability. Detailed estimates of the cost have not been made as these would require considerable research and would also depend on the precise terms of the ruling.The Court ruling will not be the only factor affecting the liabilities of the pensions schemes mentioned. Other factors, in particular rates of investment return and salary increase, could well prove to be more important. Increases in liability, for whatever reason, are normally met by increased employer contributions spread forward over 10 to 15 years and any such requirement for increased contributions will be taken into account in future spending reviews.

To ask the Scottish Executive whether it will provide a breakdown of the schools' excellence fund by project and amount for the next three years.

The information for 2000-2001 and 2001-2002 is contained in Tables 1 and 2. These provisional allocations will be updated using data from the 1998 and 1999 school census.

The allocations for the Classroom Assistants and Reducing Class Sizes Programmes for years 2 and 3 have not yet been agreed as funding for these programmes depends on progress towards meeting the targets.

To ask the Scottish Executive what was the cost, for the last period for which these figures are available, to the National Health Service in Scotland of (a) treating diseases or illnesses caused by smoking, and (b) providing medical treatments to reduce or to stop nicotine addiction in Scotland.

The information requested is not held centrally. The precise cost of treating smoking-related disease is difficult to ascertain, since cost data collected centrally from the National Health Service in Scotland cannot be attributed to individual disease. For this reason, any figure provided could only be an estimate. The position is complicated by the fact that most nicotine addiction is treated with over-the-counter products rather than prescription-only products. Our best estimate is that the annual cost to the NHS in Scotland of treating illness and disease caused by smoking is approximately £140 million in terms of GP visits, prescriptions, treatment and operations.

To ask the Scottish Executive how many placing requests have there been for primary and secondary schools since May 1997 and what proportion of the total number of places this represents.

The Scottish Executive annually collects the total number of placing requests that have been received by education authorities between 1 August and 31 July of the following year. Figures for 1 August 1998 to 31 July 1999 are currently being collected and will not be available for several months. As information on the date of receipt is not collected, the number of placing requests received between May and July 1997 is not centrally available. For the period 1 August 1997 to 31 July 1998 the number of placing requests received in Scotland is as follows:

To ask the Scottish Executive whether it has any plans for greater involvement of local police forces in the new community schools.

New Community Schools bring together in a single team professionals from a range of services. Most of the 37 pilot New Community Schools projects currently operating actively involve the police and recognise the police service as an important partner in taking the initiative forward. However, diversity and local ownership are key to the New Community Schools initiative. The nature and extent of police involvement is therefore primarily for local management to determine, in response to local needs.
