To ask the Scottish Executive how many Scottish students currently pay full tuition fees and how many students it is estimated would pay the full contribution under the Scottish Graduate Endowment scheme proposed by the Independent Committee of Inquiry into Student Finance, with in each case the number of students listed both in numeric terms and as a proportion of the total number of Scottish students.
Answer
There were over 107,000 students funded through the Student Awards Agency for Scotland in 1998-99. Of these, 8,071 or 7.5% were assessed to pay the full fee (the system is currently in a transition period). The independent Committee of Inquiry into Student Finance has recommended a contribution from all graduates under its Scottish Graduate Endowment scheme. It will not therefore be paid by students. In 1997-98 there were 25,496 first degree graduates from Scottish institutions. However, some of them will come from elsewhere in the UK and would not be covered by the Committee's proposed scheme.

To ask the Scottish Executive when the Deputy Minister for Culture and Sport last met representatives of the Scottish Rugby Union and what issues were discussed.

I met representatives of the SRU on 5 October and discussed a number of issues relating to the development of rugby. I also met SRU officials in a less formal setting when I attended matches during the Rugby World Cup.

To ask the Scottish Executive whether it will provide a revised estimate of the cost of the Independent Committee of Inquiry into Student Finance.
Answer
The Independent Committee of Inquiry into Student Finance was allocated a budget of £700,000 in July. This remains the budget available. The Secretary to the Committee, who is responsible for financial matters on behalf on the Committee, has confirmed that there is no intention to seek additional funding for its work.The Committee's report will include a statement of expenditure, covering the costs of the research programme, the consultation exercise, Committee expenses and Secretariat running costs.

To ask the Scottish Executive whether it has had representations from student representatives requesting that it limits the number of places given to student representatives on the Independent Committee of Inquiry into Student Finance to one place, and if so from whom.
Answer
No such representations were received. The membership of the Committee was proposed and agreed by Parliament on 2 July.
