To ask the Scottish Executive whether it has made any representations to Post Office Ltd in support of safeguarding the future of the 14 post office branches in the Aberdeen area that have been earmarked for closure.
Answer
Detailed arrangements for the restructuring of the post office network are operational matters for Royal Mail which is answerable to its regulator, Postcomm and the UK Government on all aspects of these reserved matters. A decision to close a Post Office branch is made only after taking full account of feedback received from customers, MPs, MSPs or assembly members, councillors, local authorities, groups such as Age Concern and Citizen’s Advice Bureau, and the independent consumer watchdog, Postwatch. To date in Scotland Royal Mail have proposed for closure only branches where the sub postmaster has expressed a desire to leave the business and the business is designated as not viable.

To ask the Scottish Executive what plans it has for setting renewable targets for energy as a whole rather than for electricity as one source of energy.
Answer
The targets which we have set for renewable electricity reflect our legislative powers and the obligation on licensed electricity suppliers to provide more of their power from qualifying renewable sources.
We continue to support and increase renewable heat production through our Scottish Community and Householder Renewables Initiative, and to fund conversions to more sustainable forms of transport fuel through our Powershift programme.

To ask the Scottish Executive what (a) efficiency savings and (b) transitional costs it anticipates as a consequence of the current proposed voluntary mergers by some further education colleges, broken down by college.
Answer
The decision to merge Glasgow College of Building and Printing (GCBP) and Glasgow College of Food Technology (GCFT) through the creation of Glasgow Metropolitan College (GMC) was not taken primarily on financial grounds. The Scottish Further Education Funding Council (SFEFC), the body with responsibility for funding Scotland’s further education colleges, has advised that the combined financial situation will enable GMC to make savings and achieve financial security earlier than if GCBP and GCFT were to remain as separate colleges. SFEFC has analysed the business plan which indicates that the potential efficiency savings are likely to be in the region of £100,000 in 2004-05 and thereafter £400,000 per annum. Allsavings gained as a result of the merger will be invested in GMC.
It is likely that SFEFC will provide funding to support the transitional costs that will necessarily arise as a result of the merger and is in the process of finalising its recommendation on the appropriate level of funding. This is likely to be in the region of £1.5 million. This will cover key aspects of the merger process including ICT developments, marketing, staffing, estates and governance.
The boards of Glenrothes College and Fife College announced on 30 April 2004 that they propose to build on the existing collaboration between the colleges and move towards a full merger. Initial discussions between both colleges and SFEFC on the necessary steps and likely timescales involved have taken place, but no formal proposal has yet been made to the Scottish ministers.

To ask the Scottish Executive what monitoring procedures are in place to assess whether freight facilities grants succeed in moving freight from delivery by road.
Answer
All freight facilities grant funded projects are monitored on an annual basis. This involves companies operating grant aided facilities providing details of all freight carried each year. This data is then cross-checked against the records of third parties such as rail freight operating companies and navigation authorities.

To ask the Scottish Executive whether there are any plans to introduce a maritime equivalent of the rail company revenue support grant as part of its multimodal policies for removing freight from roads.
Answer
We will not be introducing anexact maritime equivalent of the Company Neutral Revenue Support Grant scheme althoughwe will be introducing the Waterborne Freight Grant scheme later in the year. Thisrevenue grant scheme will be aimed at encouraging the development of new water freightroutes which take lorries off roads by assisting with operating costs during thefirst three years of operation. This will be open to all freight traffic which isswitching from road to water including inter-modal units.
