To ask the Scottish Executive, further to the answer to question S1W-28074 by Mr Frank McAveety on 26 August 2002, whether it has any plans, in line with the practice of the Secretary of State for Health, to review its recently introduced regulations on the si'e of rooms and other matters in residential care facilities.
Answer
The statutory requirements on care services are set out in The Regulation of Care (Requirements as to Care Services) (Scotland) Regulations 2002. The Executive has no current plans to review these regulations.The requirements relating to the size of rooms are set out in the national care standards for care homes published by ministers. These standards were widely consulted on and underpin our aim of improving the quality of the care experience for the user. Responsibility for monitoring compliance with the standards lies with the Scottish Commission for the Regulation of Care.

To ask the Scottish Executive whether it will highlight in its road safety campaigns difficulties caused by diesel spills.
Answer
The Scottish Executive provides funds to the Scottish Road Safety Campaign for the production of key road safety education initiatives and publicity campaigns. The campaign's business plan for 2002-03 includes publicity on major causes of road accident fatalities and serious injuries such as speeding, drink driving and drug driving. There are no plans for a campaign on difficulties caused by oil or diesel spills. Out of a total of 14,707 injury road accidents in Scotland in 2001, there were 33 accidents, including one fatal, in which the presence of oil or diesel on the road was recorded. This represents 0.2% of injury accidents.Copies of the business plan are available in the Parliament's Reference Centre (Bib. number 21011).

To ask the Scottish Executive how much the development of "SEONAID", its virtual newsbroadcaster, cost and what it costs to maintain.
Answer
The total cost of development of virtual character Seonaid, first launched on the news website in September 2001 and including the addition of a Scottish accent in July 2002, has been £151,833 plus VATThe virtual character is maintained as part of the routine duties of the three-person news website team.

Answer
I refer the member to the answer given to question S1W-25154 on 1 May 2002, which details allocations to each NHS board area for drug treatment services on a per capita basis for years 1998-99 to 2002-03.Information on the level of spend per capita by NHS boards on drug treatment services is not held centrally.

To ask the Scottish Executive whether it has any plans to review its recently introduced regulations on residential care facilities.
Answer
The Community Care (Additional Payments) (Scotland) Regulations 2002 and the Community Care (Deferred Payment of Accommodation Costs) (Scotland) Regulations 2002 came into force on 1 July, to extend choice for care home residents by establishing new rules for topping up and deferred payment of care home fees. The Executive has no current plans to review these regulations but will monitor their implementation.
