To ask the Scottish Executive, with regard to its news release SEFD122/2002 of 11 November 2002, by what mechanism the protocol agreed with the Scottish Trades Union Congress on public private partnership contracts will be enforced, detailing all actions that can be taken against any party that will not comply with the protocol.
