To ask the Scottish Executive how many contracts for goods and services were agreed between it and private contractors who were (a) based in Scotland and (b) located outside Scotland in each year since 1999.
Answer
The information requested is not held centrally and could be obtained only at disproportionate cost. The Executive awards a large number of contracts of varying values over the course of each financial year. Although some significant contracts are handled by specialist central units, the responsibility for much of the Executive's procurement is devolved to individual business areas. It should be noted that European law prohibits discrimination on grounds of nationality or location when awarding public contracts.

Answer
The information requested is not held centrally and could be obtained only at disproportionate cost. Although the Executive, its associated departments and executive agencies work together in respect of some significant common requirements (for example, on the procurement of electricity), the award of contracts is devolved to individual bodies. It should be noted that European law prohibits discrimination on grounds of nationality or location when awarding public contracts.

To ask the Scottish Executive what proportion of the overall number of UK university students are educated at universities in Scotland.
Answer
Using statistics published by the Higher Education Statistics Agency for 1999-2000, the latest year available, the proportion of students in publicly funded higher education institutions in the UK educated in Scotland is 9.1%. The data includes full-time and part-time students; postgraduate, undergraduate and those taking FE courses at HEIs, and students from the UK and overseas.

To ask the Scottish Executive whether it will detail any unlimited contingent liabilities entered into by it, its associated departments and executive agencies, specifying the amounts involved in each case.
Answer
The Scottish Executive has entered into four unlimited contingent liabilities:
- The cost of injury claims arising from the clinical trials of manufactured products produced by the Scottish National Blood Transfusion Service;
- Legal or other costs, in excess of those covered by insurance, arising from any damages awarded against the Scottish National Blood Transfusion Service as a result of the transfer of technology and manufacturing processes to the Egyptian Organisation for Biological Products and Vaccines;
- Legal or other costs, in excess of those covered by insurance, arising from any damages awarded against the Scottish National Blood Transfusion Service as a result of it's supply of surplus by-products to the Indian company Life Medicare and Diagnostics PVT Ltd;
- Legal or other costs, in excess of those covered by insurance, arising from any damages awarded against the Scottish National Blood Transfusion Service as a result of it's supply of surplus by-products to the Turkish company BIEM ilac;
In each case the amount of the liability is unquantifiable, therefore it is not possible to specify the amounts involved. The Finance Committee has approved all contingent liabilities entered into by the Scottish Executive, according to the procedures set out in paragraphs 10 and 11 of the written agreement on the budgeting process, SP Paper 155.

To ask the Scottish Executive how much of the Barnett Formula increase in funding to the Scottish Departmental Expenditure Limits in the current financial year was a result of increases in comparable expenditure on the provision of water services in England and Wales.

To ask the Scottish Executive what the total amount is of capital resources provided through all private finance initiative and public private partnership projects and what the average rate of interest paid to all lenders for the provision of that capital is.
Answer
The total estimated capital value of Private Finance Initiative projects at signed and preferred bidder stage in cash terms is shown in the attached tables. An average rate of interest paid to all lenders for the provision of capital is not held centrally. Individual interest rates are matters of commercial confidentiality.

Answer
I refer the member to the answer given to question S1W-8717 which sets out information for 1999-2000. Reserve access for 2000-01 is set out in SE 2000/194 Scotland's Budget Documents 2000-01, Scotland's Autumn Budget Revisions and SE 2001/4 Scotland's Budget Documents 2000-01, Scotland's Spring Budget Revisions which list the resources received from the UK reserve. Information on past reserve claims is not held centrally.
