To ask the Scottish Executive what revisions to the method of collecting or reporting manufacturing employment levels have taken place since 1997 and what impact any such revisions have had on the levels of employment reported.
Answer
Estimates of employee jobs in Scotland are produced by the Office for National Statistics from their Annual Business Inquiry (ABI). This survey has run from December 1998, replacing the Annual Employment Survey (AES) which last ran in September 1998.The AES estimates for Scotland were compiled by aggregating site level values, whether collected directly through the survey or estimated, for all workplaces in Scotland. The improved methodology developed for the ABI survey collects information from head offices and estimates are made for Scotland using imputation and modelling routines. More information on the differences between AES and ABI is given in "The launch of the Annual Business Inquiry" which was published in the May 2001 edition of Labour Market Trends.The change to ABI in 1998 resulted in a rise of about 110,000 employee jobs in Scotland but only a small number of these (about 8,500) were in the manufacturing sector. In the final results of the AES, the number of employees in manufacturing in Scotland was 316,000, 15.6% of Scotland's total employees. In the first results of the ABI the figure was 325,000, 15.2% of the Scotland total.

To ask the Scottish Executive, further to the answer to question S1W-16039 by Angus MacKay on 27 June 2001, whether the information made available to it by Her Majesty's Government, in accordance with the terms of Funding the Scottish Parliament, National Assembly for Wales and Northern Ireland Assembly or otherwise, is sufficient to enable it to determine what proportion of comparable UK spending, for the purposes of the Barnett formula, the Scottish budget represented or will represent in each year from 1999-2000 to 2003-04.
Answer
Funding the Scottish Parliament, National Assembly for Wales and Northern Ireland Assembly - A Statement of Funding Policy sets out the comparabilities that operate at a Departmental level. These are based on sub-programme expenditure in the year before any review of expenditure. However the comparability factor is only applied to the departmental change rather than individual changes in sub-programmes. Since most Whitehall departmental programmes are not fully analogous to Scotland it is very difficult to make comparisons between the Scottish Budget and comparable UK spending.

Answer
Macro-economic policy and financial instruments are reserved to Westminster, and applied at the UK level. Indicators of inflation are also produced at the UK level, and no such measure is currently produced for Scotland.

Answer
Gross Fixed Capital Formation data for Scotland were published for 1988 to 1995 by the Office for National Statistics (ONS) in 1998, on a European System of Accounts 1979 basis, in Economic Trends No 530. ONS are currently working on estimates on a European System of Accounts 1995 basis for 1997 to 1999. These will be published as soon as possible after the necessary source data become available.Net capital expenditure data are available from the Scottish Executive for the following industrial sectors and years:Manufacturing 1970 to 1998Other production sectors 1997 to 1998Construction 1995 to 1998Services (excluding financial and public sectors) 1997 to 1998These are taken from the Annual Business Inquiry. 1999 data should be available in autumn 2001. Manufacturing and services data are published in Scottish Economic Statistics and are available on the Scottish Executive website.
