To ask the Scottish Executive what community services were affected by the four power outages in the Abronhill area of Cumbernauld and Kilsyth constituency during January 2002; what information it has received about the causes of each outage, and what action it has undertaken, or will undertake, in order to ensure that any such services are not affected in the future.
Answer
Regulation of the electricity supply industry is a reserved matter, and is the responsibility of the industry regulator, Ofgem. We understand that the supply interruptions in question were the result of two unrelated intermittent faults on the cable that supplies the Abronhill area, surrounding the Almond Drive Substation. Scottish Power have now permanently repaired all of the faults and carried out full tests on the distribution cable.

To ask the Scottish Executive whether it will detail any occasions in each of the past 12 months when it has released a press statement on a publication or report without that material having been lodged and available in the Scottish Parliament Information Centre beforehand or simultaneously, and what the reasons were in each case.
Answer
As a rule we do not issue a press release on the publication of a report until the formal steps relating to publication have been taken, including lodging the publication in the Parliament's Reference Centre. However, due to occasional difficulties experienced with regard to the number of copies available or with delivery to the Parliament Headquarters, we are aware that on occasion there has been a delay in the availability of the publications in the Parliament's Reference Centre. Each is investigated at the time to establish what lessons can be learned to reduce the possibility of a similar situation occurring in the future, but we do not hold a central record of these occasions.

Answer
All matters pertaining to electricity supply are reserved. Any question of compensation in the event of an electricity supply failure would be a matter for discussion between Scottish Power and the industry regulator, Ofgem.

To ask the Scottish Executive whether the gender of (a) the accused and (b) the victim in cases of domestic violence may be ascertained from information held centrally and what the reasons are for its current system of maintaining any such information on cases of domestic violence.
Answer
The information collected centrally on incidents of domestic abuse recorded by the police in Scotland does distinguish the gender of both victim and perpetrator.Police forces have adopted a common definition of domestic abuse and statistical collection so that patterns of behaviour, including information on gender of both victim and perpetrator, can be monitored and repeat victimisation identified. This enables previous incidents to be taken into account and future protection of the victim and any children to be considered by the police and other agencies.The latest available information on incidents of domestic abuse is given in the statistical bulletin Domestic Abuse Recorded by The Police in Scotland, 1 January - 31 December 2000 published by the Scottish Executive in December 2001, a copy of which is available in the Parliament's Reference Centre (Bib. number 18250).

To ask the Scottish Executive whether people with a severe and irreversible vision impairment living alone in the Cumbernauld and Kilsyth constituency area should be housed on the upper floors of a tower block; whether there are any safety implications for such persons in the event of a fire or any other emergency; what action it will take in order to address any such situation, and what the reasons are for its position on this matter.
Answer
The Scottish Executive issues general guidance on allocations from time to time, but allocation policies and individual allocations are the responsibility of the relevant landlord. Acting within the framework set by legislation, Communities Scotland may examine allocations policies as part of the registration and inspection process, which all social landlords are subject to.

To ask the Scottish Executive, in light of the statements contained in motion S1M-2756 in the name of Cathie Craigie, what effect its allocation of resources has had on police investigations in the Cumbernauld and Kilsyth constituency in each of the past 12 months
Answer
Information on expenditure by police forces on individual aspects of operational policing with force areas is not held centrally. Funding for the police, which is currently at record levels, is allocated in total to each force. It is for police authorities in consultation with Chief Constables to set budgets for individual forces. Once a budget has been agreed, the use of that budget to meet the operational needs of each force is a matter for individual Chief Constables.
