To ask the Scottish Executive whether it or any of its agencies informed the Essentia Group that the Individual Learning Account Scheme would be re-introduced or replaced in any of the last eight months, detailing (a) the date any information was forwarded to the group, (b) whether any such information was forwarded as a result of a request from the group, (c) the information or advice provided and (d) the reasons behind any such advice or information on each occasion it was given.
Answer
No request for information relating to the re-introduction or replacement of the Individual Learning Account scheme has been received from the Essentia Group. Nor has any such information been volunteered to the Essentia Group by the Scottish Executive or any of its agencies.

Answer
No. The Executive and its agencies have consistently averred ministers' commitment to encouraging participation in lifelong learning and have maintained the line that arrangements for doing so are under review.

To ask the Scottish Executive which of its departments and divisions have been identified as having a financial loss of #5,000 or more in any of the last 18 months.
Answer
The published accounts for 2000-01 show losses by department. Losses of less than £100,000 are shown in aggregate, losses over £100,000 are separately noted. The same information will be published in the 2001-02 accounts. Most losses are outwith the direct control of the Executive, for example, damage to Crown Property as the result of road traffic accidents; the inability to reclaim grants to businesses through bankruptcy, liquidation or similar, and the payment of Public Divided Capital to NHS Trust Hospitals.

To ask the Scottish Executive how many students who attended college prior to university have incurred default notice debts for loans provided during their college study as a result of the Student Loans Company computer systems not being able to rationalise and merge personal data.
Answer
The Student Loans Company advises that this information could only be obtained by examining each student loan account which has been subject to a default notice. Such an exercise could only be undertaken at disproportionate cost.Of the approximately 2.7 million loan accounts held by the Student Loans Company, only 5,700 (0.2%) are currently administered individually because of difficulties in matching or merging personal data. The accounts of students who progress from higher education courses at college to higher level courses at university are merged successfully in almost all cases.

To ask the Scottish Executive whether National Planning Policy Guideline 11 will be applied to any redevelopment of Croy Station and to the provision of temporary parking facilities during any such redevelopment and what the reasons are for the position on this matter.
Answer
National Planning Policy Guidelines (NPPGs) provide statements of Scottish Executive policy on nationally important land use and other planning matters. It is for the decision-maker (normally the planning authority) to assess the weight to be afforded to NPPGs and other relevant issues when reaching a decision.

To ask the Scottish Executive, further to the answer to question S1O-5388 by Mr Andy Kerr on 20 June 2002, whether it intends to introduce legislation during the remainder of the Parliament's first session to protect fully the pension rights of transferred employees, detailing under which section of the Scotland Act 1998 its power to do so is conferred.

To ask the Scottish Executive whether any companies who have provided training under the Individual Learning Account scheme are still awaiting payment and, if so, how many companies, what total amount is still to be paid and when these final payments will be made.
Answer
Claims to the total value of £3,834,575, from 121 learning providers, have not yet been paid. Until each claim has been validated it is not possible to say how much of that total will be paid, or when it will be paid.
