To ask the Scottish Government what the incidence has been of single-crewed ambulance deployment in the Carrick area of NHS Ayrshire and Arran in each of the last three years.
Answer
I can advise the Member that across Scotland the total incidence of single-crewing for April to June 2012 (inclusive) was 1.0% of those shifts that were rostered to be double-crewed. The equivalent figure for the South-West Division, which includes NHS Ayrshire and Arran was 0.7%.
Of that total, many of the instances of single-crewing occurred due to exceptional circumstances, such as short notice sickness absence. Excluding these, the figure was 0.7% across Scotland and 0.6% for the South West.
I can assure the member that the current difficulties in the Girvan and South Carrick area are being actively resolved, a new recruit takes up post in November to fill a current vacancy. We are committed to ensuring that single-crewing does not become a recurring theme and so that Mr Ingram’s constituents, and indeed people across the country, can have confidence that the Scottish Ambulance Service will provide a high-quality and effective response when they are needed.

To ask the Scottish Government whether it plans to legislate to amend or replace the Mental Health (Care and Treatment) (Scotland) Act 2003 before the end of 2014.
Answer
The Scottish Government announced its Programme for Government on 4 September 2012 which covers the period 2012–13. In that, we said we would work towards issuing a draft Mental Health Bill for consultation by the end of 2013.
Announcements about the legislative programme for 2013-14 will be made in due course.

To ask the Scottish Executive when Healthcare Improvement Scotland's report on NHS Ayrshire and Arran’s management of significant adverse events will be published and what subsequent action will be taken.
Answer
I can confirm that I have received the Healthcare Improvement Scotland report and it is being published today. NHS Ayrshire and Arran has developed an improvement plan which will be monitored by officials. This improvement plan is also being published today.
To ensure national learning from this report, I have instructed that a national framework for the management of adverse events be developed. This will support a consistent approach to the management of adverse events across NHSScotland and ensure at all times a culture of openness, trust, continuous learning and service improvement.
In addition to this, I have asked all boards to consider the HIS recommendations and to review their local policies and procedures. I have asked Healthcare Improvement Scotland to undertake a rolling programme of health board reviews over the course of the next 12 months to provide assurance that all appropriate action has been taken.

Four eligible applications were received in 2011-12.
Five eligible applications were received which would draw on the budget available for the three-year period 2012-13 to 2014-15. It is not possible to assign applications to a specific year, since they are likely to involve funding spread across two or three years.

To ask the Scottish Executive what the value of bids for Freight Facilities Grant was in 2011-12 and is for (a) 2012-13 and (b) 2013-14.
Answer
The capital cost of the four eligible applications received in 2011-12 was indicated to be £2.2 million, whilst the total minimum level of Freight Facilities Grant support identified was £0.9 million.
Five eligible applications were received which would draw on the budget available for the three-year period 2012-13 to 2014-15. Early indications are that the total capital cost of these proposed projects is approximately £20.2 million, with a total level of Freight Facilities Grant support sought of approximately £10.7 million.
