To ask the Scottish Executive how many people have been in hospital awaiting a community care place in each health board area, broken down for each month since the establishment of the National Data Recording for Delayed Discharge, and how many of these have been mental health patients.
Answer
The information as specified is not available centrally. Information on patients ready for discharge is currently available only for the national census carried out on 30 September 2000. Full details of the September 2000 census are available on website:

To ask the Scottish Executive, further to the answer to question S1W-10801 by Susan Deacon on 9 January 2001, whether it will publish in full the review relating to the care proposals for mentally disordered offenders carried out by the Scottish Development Centre for Mental Health Service and, if so when.
Answer
Our National Health: A plan for action, a plan for change, confirmed our publication plans for the national review. The promised audit document was published on 12 February and at the same time all health and social care agencies received a progress assessment report specific to their own area set within the national context findings.This now provides agencies with the original 1999 template guidance, a local digest of their own position within the national context and a care pathway planning and audit tool. Summary reports on continuing progress have been invited from all agencies for September this year and thereafter.Work continues with the local authorities and NHS Trusts on a National Discharge Protocol for Mentally Disordered Offenders for publication later this year. Work is also progressing on the recommendations of the Millan and MacLean Committees, some of which focus on mentally disordered offenders. Our policy proposals will be announced in the coming months following proper consultation.Our National Health: A plan for action, a plan for change (Bib. no: 10298) is available in the Parliament's Reference Centre.

To ask the Scottish Executive, further to the answer to question S1W-10969 by Angus MacKay on 18 January 200, whether it will place in the Scottish Parliament Information Centre the tenders it received from other design and production companies for the contract to design and produce its documents and a copy of any notes of consultations it had with tenderers.
Answer
It is not Scottish Executive practice to publish commercial information provided to it in confidence by suppliers tendering for Scottish Executive contracts.
The design, print and publications contract was awarded following the advertisement of the required service in the Official Journal of the European Communities (OJEC). As the value of the contract was above £94,000, compliance with EC Procurement Directives was necessary. 13 expressions of interest were received. Following detailed evaluation, six companies were short-listed and invited to tender.A tender evaluation panel selected Tactica Solutions on the basis of pre-determined criteria, including value for money and technical capability to meet requirements.

To ask the Scottish Executive what guidance it has issued to local education authorities on the educational provision for children with attention deficiency disorder and/or attention deficit hyperactivity disorder.
Answer
Although no specific guidance has been issued on provision for children with attention deficiency disorder and/or attention deficit hyperactivity disorder (ADD/ADHD), general guidance on Special Educational Needs is contained in the Scottish Executive Manual of Good Practice for all staff and professionals involved with children and young people with special educational needs. Further advice on good practice can be found in the Scottish Executive publications Taking a Closer Look at Promoting Social Competence, Sharing Good Practice and Circular 4/96: Children and Young People with Special Educational Needs - Assessment and Recording.

To ask the Scottish Executive, further to the answer to question S1W-12336 by Nicol Stephen on 22 January 2001, which local authorities, schools and organisations have applied for assistance under the Alternatives to Exclusion Grant Scheme and which applications have been granted, specifying the amount awarded in each case.
Answer
The funding available through the Excellence Fund Alternatives to Exclusion programme is allocated to local authorities on a formula basis. It is for each authority to determine how best to use its allocation in line with its implementation plan for the area. The allocations over the three-year period from 1 April 1999 to 31 March 2002 are shown in the table:

To ask the Scottish Executive how much it estimates it will have spent on employing Tactica Solutions from July 1999 until May 2003.
Answer
The current contact with Tactica Solutions expires in August 2001 with options to extend for one year plus one further year. At this point, no decision has been made as to whether to exercise the first year option and it is not possible to estimate expenditure with Tactica Solutions until May 2003.
