To ask the Scottish Executive, further to the answer to question S2W-4230 by Malcolm Chisholm on 3 December 2003, why Scottish NHS chief executives, directors and other senior managers are exempted from the Agenda for Change process if their job weight is over 720 points.
Answer
A review of the Executive payarrangements in Scotland is to take place shortly. As part of their review, the review group will be expected to make recommendations about the future pay arrangements to apply to these staff.

To ask the Scottish Executive what timescale has been set for the establishment by NHS boards of independent advice bodies for patient complaints.
Answer
We are currently consideringthe timescale for the introduction of the revised NHS Complaints Procedure. Aspart of this, work is under way to develop a specification for the independentadvice service which NHS boards should commission to support patients using therevised procedure.

To ask the Scottish Executive how many operations were postponed due to bed shortages at the old Royal Infirmary of Edinburgh in each of the three years prior to its closure.
Answer
The information, in the formrequested, is not available. An average of the two years 2001-02 gives a totalnumber of cancellations of 1,141 per annum, with 149 of these attributed to alack of beds.
There are many explanationsfor the cancellation of operations, other than a shortage of beds. They rangefrom surgery no longer required, surgery done elsewhere, patient not fit, andpatients not turning up. Others are cancelled perfectly legitimately, and inadvance.

To ask the Scottish Executive what contingency arrangements are in place to deal with casualties that may result from any terrorist attacks in light of plans to reduce the number of accident and emergency units serving Greater Glasgow from five to two.
Answer
Greater Glasgow NHS Board is responsible for emergencyplanning in Glasgow.
They have adedicated emergency planning officer in place with the responsibility ofco-ordinating a major incident plan with partner agencies including localauthorities and neighbouring NHS boards. The plan is regularly updated and isdesigned to make the best use of local and regional health care facilities inthe event of significant casualties.

To ask the Scottish Executive what action it will take to address the potential for a reduction in the salary scale for speech and language therapists under the Agenda for Change.
Answer
Job profiles have not yet beenagreed for speech and language therapists and no pay banding has beenpublished. It is therefore not possible at this time to state exactly what thesalary will be for speech and language therapists under Agenda for Change.It is hoped that this will be established in the very near future and I willnotify Ms White of the position as soon as it has been agreed.

Information on the number ofmidwifery students finding employment is not held centrally. However, the one-yearguarantee scheme was put into place to ensure that all newly qualified nursesand midwives could obtain employment in NHSScotland if they wished. By April2003 no midwives were registered on the scheme suggesting that all who wishedto had secured employment.

To ask the Scottish Executive which local authorities have opted to introduce a community warden scheme.
Answer
We invited every council inScotland, on behalf of their community planning partners, to submit proposalsfor community warden schemes as set out in our guidance entitled Building Strong,Safe and Attractive Communities. All 32 councils have indicated theirintention to submit proposals for funding and these are currently beingassessed by officials.
