Answer
The association was not represented on the partnership. Neither did it respond to the consultation on the National Strategy to Address Domestic Abuse in Scotland.

To ask the Scottish Executive, further to the answer to question S1W-30641 by Mr Jim Wallace on 8 November 2002, what specific current plans it has for the development of prison accommodation.
Answer
I have asked Tony Cameron, Chief Executive of the Scottish Prison Service (SPS) to respond. His response is as follows:The SPS have prepared an Estate Development Programme. Long-term development plans are in place for HM Prison Edinburgh, HM Prison and Young Offenders Institution Glenochil, HM Prison Perth and HM Young Offenders Institution Polmont and implementation of these is planned to start in 2003. The programme also includes investment at HM Prison Barlinnie (accommodation upgrade) and HM Prison Peterhead (power in-cell).In addition, investments are being progressed on a number of sites, for example HM Prison Aberdeen, to meet key needs and subject to operational priorities and funding availability.

To ask the Scottish Executive, further to the answer to question S1W-30100 by Mr Jim Wallace on 23 October 2002, whether it has now received the initial recommendations emerging from the review of common police services and, if so, what recommendations have been made with regard to out-sourcing of such services.
Answer
Yes. The over-arching review had included a series of small-scale best value reviews covering most back office services delivered by police forces. While these best value reviews have resulted in a number of efficiencies, the initial conclusion is that a wider ranging study covering all back office services is now needed. Ministers have therefore agreed that consultants should be commissioned to undertake such a study and preparations are currently in hand to issue tenders.

To ask the Scottish Executive whether it will list all Sewel motions that it anticipates lodging with the Parliament before dissolution.
Answer
The Scottish Executive anticipates that the Parliament will be invited to approve Sewel motions in respect of the Sexual Offences Bill and the Local Government Bill. Discussions are taking place with the UK Government about the implications for Scotland of a number of other bills.

To ask the Scottish Executive, further to the answer to question S1W-30372 by Mr Jim Wallace on 12 November 2002 and given that the Scottish Prison Service does not monitor the number of reportable accidents notified by the operator of HM Prison Kilmarnock to the Health and Safety Executive (HSE), how it measures the Scottish Prison Service's performance against its target for the number of injuries reportable to the HSE.

To ask the Scottish Executive, further to the answer to question S1W-21417 by Mr Jim Wallace on 18 January 2002 and to its news release SE5006/2001 on 10 December 2001, what the timetable is for the creation of a human rights commission; how many commissioners will be appointed; whether any progress has been made in setting out the commission's relationship with the (a) Equal Opportunities Commission, (b) Commission for Racial Equality and (c) Disability Rights Commission; how many posts are to be created in the commission, and where it will be located.
Answer
The Scottish Executive will issue a detailed consultation paper on the proposed Scottish Human Rights Commission in February 2003. This paper will look at the proposed key functions and issues such as accountability, accessibility, membership, location and relationship with other bodies.

To ask the Scottish Executive what the value of fines payable to HM Treasury under section 211(5) of the Criminal Procedure (Scotland) Act 1995 has been for each twelve-month period from 1 July 1999 to date.

I have asked John Ewing, Chief Executive of the Scottish Court Service to respond. His response is as follows:The records held by the Scottish Court Service do not separately identify fines which have been imposed under Section 211(5) of the Criminal Procedure Scotland Act. However, staff within the High Court of Justiciary can not recall this section being invoked in recent years.
