To ask the Scottish Executive what funding has been made available for the training and employment by NHS Scotland of stoma nurses and for the treatment of patients suffering from Crohn’s disease.

To ask the Scottish Executive what estimates are available anent the number of (a) older people and (b) disabled people living in (i) West Renfrewshire and (ii) Inverclyde who will be eligible for free travel under the national concessionary travel scheme.
Answer
People aged 60 and over and eligibledisabled people will be able to use the new Scotland-wide free bus travel schemefor older and disabled people.
Information for older peopleis based on the 2001 census which holds data based on local authority areas. AsWest Renfrewshire is a parliamentary constituency which is composed ofparts of local authorities it is not possible to provide a figure for this area.
The number of people aged 60based on information from the 2001 census for Inverclyde is 18,521 and we estimatethat the number of eligible disabled people will increase these totals by about10%.

To ask the Scottish Executive what recent discussions have taken place with the appropriate management and trade union representatives anent the implementation of no smoking rules on maritime vessels that are owned, or leased, by the Executive and whether these rules are applicable when such vessels are operating outwith Scottish waters.
Answer
Within the ScottishExecutive, maritime vessels are owned by the Scottish Fisheries ProtectionAgency (SFPA) and Fisheries Research Services (FRS).
SFPA introduced a smoking policyfor all its staff on 16 March 2006, prior to which the issue of smoking arrangementshad been discussed at various meetings involving representatives of managementand staff. The policy itself was the subject of full consultation with allrelevant trades union. As far as the agency’s marine staff are concerned, the policydesignates the areas on board each class of agency vessel where smoking ispermitted and it applies regardless of whether the vessels are within oroutwith Scottish waters or are in port.
Within FRS discussions areon-going to formalise a revised smoking policy for vessels. Current no smokingrules allow smoking only in a restricted number of designated areas on boardvessels and apply whether the vessels are within or outwith Scottish waters, orare in port.

To ask the Scottish Executive how appointments to the new NHS board which will replace NHS Greater Glasgow and part of NHS Argyll and Clyde will be made; who will be in charge of the selection and training of these appointees; how many people will be chosen to represent (a) community interests, (b) the interests of patients and (c) the interests of staff on the board and what the length of their tenure will be.
Answer
The appointments processwill comply with the Office of the Commissioner for Public Appointments inScotland (OCPAS) – Code of Practice. The selection panel will be chaired by aDirector from the Scottish Executive Health Department, with the Chair of the NHSGreater Glasgow and Clyde Board and an OCPAS Assessor as panel members. It ishowever, appropriate to note that the panel makes recommendations, but it isthe Minister for Health and Community Care who makes the appointment(s).Induction and training is a matter for individual boards.
The appointment round hasbeen planned with a view to the recruitment of three additional non-executivemembers on the new NHS Greater Glasgow and Clyde Board to represent theinterests of the public, patients and stakeholders in the former NHS Argyll andClyde area. Additionally work is in hand to ensure that a Councillor fromInverclyde Council and Renfrewshire Council is represented on the new NHS GreaterGlasgow and Clyde Board.

To ask the Scottish Executive whether a date has been set for the dissolution of NHS Argyll and Clyde and the establishment of an NHS board for the Greater Glasgow area and those catchment areas that are within the sphere of NHS Argyll and Clyde.

A date has been set. ScottishStatutory Instrument 2006 No. 32 – The National Health Service (Constitution ofHealth Boards) (Scotland) Amendment Order 2006 formally dissolves NHS Argylland Clyde from 1 April, 2006. A further instrument, Scottish Statutory Instrument2006 No. 33 – The National Health Service (Variation of the Areas of Greater Glasgowand Highland Health Boards) (Scotland) Order 2006 lays out the formal steps necessaryto transfer the responsibilities, staff, assets and other resources of NHS Argylland Clyde Health Board to NHS Greater Glasgow and NHS Highland.
The effect of these Orders isthat from 1 April 2006, health services in the Argyll and Bute local authority areawill become the responsibility of NHS Highland, while services in the local authorityareas of Inverclyde, Renfrew, and those parts of East Renfrewshire and West Dunbartonshirenot already within NHS Greater Glasgow, will become the responsibility of NHS GreaterGlasgow.
NHS Greater Glasgow has recentlyconsulted on changing its name to reflect its extended boundaries and I understandthat from the 1 April, NHS Greater Glasgow will be commonly known as NHS GreaterGlasgow and Clyde.
