Priorto 2003, centrally held information did not explicitly identify Clinical Nurse Specialistsacross NHSScotland.In 2003, Scottish Health Statistics(ISD) undertook a pilot data collection, the results of which were published onthe ISD website under Workforce Statistics (
www.isdscotland.org/workforce).Information for 30 September 2004 and30 September 2005 is published in Section E of the Workforce Statisticswebsite. Table 18 gives a breakdown of Clinical Nurse Specialists by area of work.

To ask the Scottish Executive what arrangements are in place to monitor the implementation of its new stoma care arrangements and what steps are being taken to ensure that patient confidentiality is protected under such arrangements.
Answer
NHS boards will carry out apatient audit which will seek the views of patients about their experience of thestoma service arrangements. A national review group is being established chairedby a senior NHS manager, which will meet when information from the patientaudit is available. It was agreed by the national steering group for the newstoma supply arrangements that the audit tool would not be used until the newarrangements had been in operation for six months, i.e. from October 2006.
The national servicestandards require stoma service providers to ensure that patient information isheld securely and only used for the provision of patient care in accordancewith the patient’s wishes. Additionally, community pharmacists are subject toboth a Code of Ethics and the regulatory and discipline requirements of theRoyal Pharmaceutical Society of Great Britain, which cover patientconfidentiality issues.
As part of the preparationfor implementation of the new arrangements, a patient information leaflet wasprepared and issued which confirmed the new arrangements and includedinformation on the review arrangements.

To ask the Scottish Executive why the Mental Health Specific Grant has been frozen for the second year in succession and whether it is satisfied that mental health groups can maintain their service level without additional funding in the current year.
Answer
The funds have beenmaintained at £20 million despite competing priorities and a very tight financialclimate generally. These resources continue to make a significant and continuingcontribution to 370 local community based mental health projects and initiatives.
It is open to the local authorities or other partners to add to theresources allocated in each area. In this regard, funds to local authorities overallfor social work will have increased to £2.085 billion by next year.
Spend overall onmental health in Scotland continues to increase year on year with latestfigures showing over £760 million spent by NHS boards and local authorities.

To ask the Scottish Executive what arrangements are in place to protect the welfare of patients whose stoma appliance service involves the use of external contractors to undertake the cutting and fitting of appliances; whether all such patients are made aware of the use of contractors as part of their stoma service; whether consideration has been given to any data protection and privacy issues arising from the passing of identifiable personal information about patients to contractors, and what steps have been taken to ensure that any contractors in receipt of such information have appropriate procedures in place to safeguard sensitive personal information.

The grant scheme is kept underon-going review for relevancy and value for money. Local authority partners also monitor all projects to ensureaims and objectives continue to be met.

To ask the Scottish Executive whether it will issue clear guidance to GPs and other medical professionals in respect of its new stoma care arrangements to minimise any confusion, protect patient confidentiality and ensure that its commitment to universal patient choice of appliance supplier is upheld.

Revisions to stoma appliancesupply arrangements introduced in April 2006 involve no changes to prescriptionarrangements. Further guidance clarifying this was issued through health boardmedical directors to GPs and others at the start of June.

The Executive acknowledges thatmanaging inflammatory arthritis through a multidisciplinary team, which would includenurses and therapists, would provide the best outcome for the patient and theircarers, by addressing various aspects of health and social care: treatment, rehabilitation(including vocational rehabilitation), prevention of complications and other illnesses,and the promotion of health and well-being.
