To ask the Scottish Government when it will bring forward proposals to address puppy farming.

Puppy farming has been illegal in the UK since the 1970’s.

Anyone involved in the large-scale production of puppies without being licenced or without fulfilling licence conditions can already be prosecuted under existing UK legislation.

I am aware that some consider that the current threshold of 5 or more litters per year before a licence is required is too high. I am also aware that the new Welsh legislation will lower this threshold to three litters.

Scotland has, of course, already taken additional steps through our Animal Dealers Regulation (2009) to further restrict the sale of young cats and dogs. Nevertheless, we will maintain a dialogue with Welsh colleagues and gauge the impact of this change as it’s implemented.

To ask the Scottish Government what plans it has to introduce average speed cameras on the (a) A96 and (b) A90.

Average speed cameras have a proven track record in improving road safety and have been deployed successfully in many countries. We currently have no plans to install an average speed camera system on the A96 or the A90, but we will continue to promote evidence based road safety interventions across the trunk road network. This may include the wider use of speed management, including average speed cameras, where this is justified in light of the evidence available to us at the time.

To ask the Scottish Government what assessment it has made of GP surgery provision in Aberdeen city and shire.

Statutory responsibility for the provision of primary medical services rests with health boards and it is for each board to put in place those services that best meet the reasonable needs of their patient populations.

NHS Grampian have undertaken a workforce survey, jointly organised with the Local Medical Committee. The survey was circulated to all NHS Grampian GP surgeries and attracted a 100% response. NHS Grampian now has an action plan regards workforce and retention issues.

To ask the Scottish Government when it will undertake a review of pet legislation, including the breeding of dogs.

The Scottish Government recognise that pet welfare is an important issue. As noted in response to S4W-21706 on 24 June 2014 and again to S4W-23680 on 9 January 2015, we have already begun an initial review of existing companion animal welfare legislation and intend to develop long-term options for further work in this area.

As previously noted, the current priority on companion animals is responsible dog ownership; however, a wider review of Scottish Government policies on pet legislation will be undertaken in due course with assistance from stakeholders. We will then consider how best to proceed; any new or revised legislation would need to be preceded by full public consultation.

Until existing animal welfare projects are closer to completion, it is not possible to put a timeframe on these plans.
