The owners of dangerous or out of control dogs can already be required to microchip their dogs by the issue of a Dog Control Notice under the Control of Dogs (Scotland) Acts 2010. The Scottish Government has no current plans to introduce compulsory microchipping more widely.

The Scottish Government recognises the benefits of microchipping in helping to re-unite dogs with owners where dogs have been lost or stolen, which is why it is recommended as best practice in the Code of Practice for the Welfare of Dogs (published in 2010). In addition, the owners of dangerous or out of control dogs can already be required to microchip their dogs by the issue of a Dog Control Notice under the Control of Dogs (Scotland) Acts 2010. However, since there are currently no plans to introduce compulsory microchipping more widely, no in-depth assessment has been made.

The number of applications to local authority housing lists and common housing registers - including a split between new and transfer lists - is published annually at local authority level on the Housing Statistics for Scotland web pages of the Scottish Government’s website. Data on local authority housing lists is available from 2001. Prior to this data was not collected centrally.

The number of applications to housing association housing lists is collected by the Scottish Housing Regulator (SHR). Data is available from 2001-02. The following table shows the number of applications on housing association housing lists in Scotland from 2001-02 to 2010-11. From 2009-10, this analysis distinguishes numbers of applications to direct lists from the number to common housing registers (CHRs). Prior to 2009-10 some housing associations may have included numbers on common housing lists within the direct housing list figures. Data is not available at local authority level.

Some applicants will be on more than one local authority and/or housing association list and therefore total housing list figures for Scotland include an unquantifiable amount of double counting. The above local authority and housing association figures count each application and while these are recorded accurately within each authority, there is difficulty in recording and identifying actual numbers of people wishing to access all social housing due to the issue of double counting.

Rather than the number of applications, official statistics obtained from an Omnibus Survey carried out in February 2011 estimate the number of households which contain someone who is currently on a social housing list to be around 128,000 – this is irrespective of how many applications to different housing registers that they have made. This estimate eliminates the double counting included in the administrative data collected annually from councils and housing associations. However, as these questions are only asked of a sample of the population there is a level of uncertainty around each of these estimates. To provide some idea of the level of uncertainty around each value the 95% confidence level can be calculated to shows the range of values within which we can be confident that the true value sits. For this estimate, the number of households which contain someone who is currently on a social housing list is between 97,500 and 158,500. It should be noted that these confidence levels have been calculated without taking account of the design of the omnibus survey and therefore may underestimate the true level of uncertainty. The following table shows information on the number of patients who’s NHS board of residence was specifically recorded as ‘No Fixed Abode’ when they were discharged from hospital. The information is presented by the NHS board which discharged the patient from hospital and for financial years 2007-8 to 2010-11 inclusive.

Note:* Data for NHS Scotland for 2010-11 are estimated to be only 97% complete. NHS Grampian and NHS Lanarkshire data are estimated to be 91% and 96% complete respectively. This is mainly due to the implementation of a new IT Patient Management System, which has resulted in data submission backlogs for this time period. The NHS boards are working to resolve these submission issues.

At present there are no plans to review the planning legislation on requirements for pre-application consultation with communities.

The most recent meeting via teleconference across the four UK administrations, which involved officials from the Long Term Conditions Unit, was held in November 2011.

The Draft UK Plan on Rare Diseases was launched for public consultation by the Department of Health on Rare Disease Day, 29 February 2012.

The Agenda for Cities was developed in collaboration with Aberdeen City Council and Scotland’s other cities. It provides an opportunity for Aberdeen and Aberdeenshire to collaborate with Scotland’s other cities and their regions to develop investment programmes of scale that support sustainable economic growth.

The administration costs for hospital and community services provided by the 14 territorial boards, the Golden Jubilee National Hospital and the State Hospital are shown for financial years 1998-99 to 2010-11. Per the notes below, figures are not directly comparable with those published in previous years.

There has been a steady increase in the coverage of the costs book in terms of the costs being included as administration costs such that, in 2010-11, 94% of costs were analysed whereas in 1999 to 2000, 62% of costs were covered. This means that costs are now analysed which were not previously reported, so the figures are not directly comparable with those published in previous years.

Due to changes in the way administration costs are reported, for example admin costs for a number of functions such as pharmacy, catering, property maintenance and transport which previously were omitted, are now classified as administration, are another reason why figures are not directly comparable on a year to year basis.

Other significant changes which have been made over the years include:2008-09 - costs of the board’s health promotion and health education functions were included in administration costs for the first time.

2006-07 - NHS Argyll and Clyde was dissolved and the functions were transferred to NHS Highland and NHS Greater Glasgow and Clyde (previously NHS Greater Glasgow).

2003-04 - Boards central function costs which are reported in note six of the Annual Accounts which were included in the Costs Book for the first time (approximately £70 million).

The 2009-10 figures for NHS Lanarkshire and for NHS Tayside were re-stated in Scottish Health Service Costs, year ended 31 March 2011. The 2008-09 figure for NHS Dumfries and Galloway was re-stated in Scottish Health Service Costs, year ended 31 March 2010.

There was an exceptional item in 2009-10 accounts of NHS GG&C which means the 2009-10 figure is not comparable since additional items were included in the 2011 admin costs that were not included in 2010. If you adjust for this additional £25 miliion relating to NHS GG&C in 2009-10, the overall administration costs for NHS Scotland actually reduce in 2010-11.
