To ask the Scottish Executive whether the basic education and training for dental hygienists and therapists is now in place as recommended in Section 6.2 in the report by the Scottish Advisory Committee on the Dental Workforce, Workforce Planning for Dentistry in Scotland: A Strategic Review: Interim Report and Recommendations.
Answer
The Executive have, through the Dental Workforce Report, taken the lead in planning and funding the education and training of dental hygienists and therapists, and this has now been established on a Scottish basis. Resources and organisation are now being transferred to the Scottish Council for Postgraduate Medical and Dental Education. New training places for hygienists have been funded and initiated in Edinburgh and Dundee. I also refer the member to the answer given to question S1W-21870.

To ask the Scottish Executive whether the 10 additional vocational training posts and five two-year general professional training posts are now in place as recommended in Section 6.1 in the report by the Scottish Advisory Committee on the Dental Workforce, Workforce Planning for Dentistry in Scotland: A Strategic Review: Interim Report and Recommendations.

Ten additional vocational training places have been funded and five additional professional training posts are available.

To ask the Scottish Executive whether the current and projected output of dental graduates will achieve the annual target output of 120 per annum for the next five years as recommended in Section 6.1 in the report by the Scottish Advisory Committee on the Dental Workforce, Workforce Planning for Dentistry in Scotland: A Strategic Review: Interim Report and Recommendations.
Answer
Following the report by the Scottish Advisory Committee for the Dental Workforce (SACDW) in October 2000, the Dental Schools and the Scottish Higher Education Funding Council increased the student funded places to achieve an output of 120 graduates per year. The dental course takes five years and it is therefore anticipated that allowing for the increase to flow through to graduate numbers this target will be achieved in 2004-05.

To ask the Scottish Executive whether it will establish a formal relationship with the private health care sector by signing a concordat on procedure.

On 8 January 2002, I announced details of the new National Waiting Times Unit. I have asked the unit to assess existing capacity in NHSScotland and spare capacity in the independent healthcare sector. It will then work with NHSScotland and independent providers to ensure that better and more efficient use is made of these resources for the benefit of NHS patients across Scotland, ensuring that the utilisation of private hospitals does not adversely impact on the provision of NHS care.

To ask the Scottish Executive whether the #20 million announced by the First Minister on 9 January 2002 to tackle bed blocking will be allocated for patients with mental illness as well as elderly patients.

To ask the Scottish Executive whether the method by which teachers are appointed to Catholic schools is in accordance with the European Convention on Human Rights.
Answer
It is the view of the Scottish Executive that the procedure for appointment of teachers to Catholic schools under section 21 of the Education (Scotland) Act 1980 does not breach the European Convention of Human Rights. However, decisions on compliance of the actions of individual schools with the convention are a matter for the courts.

To ask the Scottish Executive when patient smart cards will be introduced and in which health board area they will be piloted and evaluated.
Answer
Our National Plan commits to increase the use of patient-held records and, by April 2003, to pilot and evaluate patient-held smart cards in areas where they will be most likely to promote patient involvement and better co-ordination of care.Options for such a pilot are currently under consideration and will be announced as soon as possible.

To ask the Scottish Executive what consultation will be undertaken before the publication of the replacement of the Patients Charter in June 2002.
Answer
The report of a pre-consultation exercise on the effectiveness of the Patients' Charter was published in May 2000. Subsequently, the Clinical Standards Board for Scotland (CSBS) was asked to develop its patient care or "generic" standards. As stated in Patient Focus and Public Involvement, the Scottish Consumer Council (SCC) has now been commissioned to work with the CSBS and local health councils to develop a more comprehensive replacement for the Charter that will incorporate:
a guide to the NHS;standards focusing on patient entitlements, based on the CSBS generic standards;the responsibilities of patients using the NHS, andinformation about medical records, legal rights, and the complaints procedure.The SCC will involve the public in the development of this package and consider the scope of any further public consultation.

To ask the Scottish Executive, further to its press release SE5076/2001 of 19 December 2001, whether the waiting list review will examine the transfer of day patients to out-patients made in order to reduce the si'e of the waiting list.
Answer
The timetable and terms of reference for the review of the management of waiting lists in NHSScotland is currently being discussed with the Auditor General for Scotland. Details will be announced in due course.
