To ask the Scottish Executive whether all elderly people requiring an assessment for eligibility to free personal care in their own homes or in a residential setting will be guaranteed an assessment before 1 July 2002.
Answer
The responsibility for the assessment of an individual's care needs lies with local authorities. The Implementation Steering Group, set up to advise the Executive on the technical and practical issues, is working closely with local authorities and others to ensure effective implementation of free personal care from 1 July 2002.

To ask the Scottish Executive what the results are of collaboration with the United Kingdom and European organisations in relation to planning and monitoring the dental workforce.
Answer
Dental workforce issues in Europe are complex with no workforce plans in some countries whilst others have sophisticated models which we are assessing. Scotland has led the way within the UK on dental workforce planning with the report Workforce Planning for Dentistry in Scotland. Following the report, Wales and Northern Ireland increased the numbers of dental student places funded by these devolved administrations, and a review is currently under way in England.

To ask the Scottish Executive what the most up-to-date figures are for recorded incidence of dental fluorosis in (a) fluoridated and (b) non-fluoridated areas.
Answer
A study of caries and fluorosis prevalence of schoolchildren in naturally fluoridated and non-fluoridated townships of Morayshire recorded incidences of dental fluorosis at (a) 7 % in fluoridated areas and (b) 3% in non-fluoridated areas.

To ask the Scottish Executive when the review of the fee structure for specialist treatments such as orthodontics and sedation will be published and implemented, as recommended in the Action Plan for Dental Services in Scotland.
Answer
The narrative and fees for sedation and for orthodontics, contained in the Statement of Dental Remuneration, have been reviewed to increase patient safety. Amendment Number 78 to the statement lists the revised narrative for fees related to orthodontics. It took effect on 1 April 2001.Amendment Number 79 lists the revised narrative and fees for sedation and a new narrative and fee related to copying of radiographs by dentists accepting orthodontic referrals. The amendment took effect on 13 August 2001.The Executive continues to review the delivery of orthodontics and sedation.

To ask the Scottish Executive whether it will outline the proposals for the establishment of drop-in centres in the major cities and the enhanced use of mobile services for access to dentistry, as outlined in the Action Plan for Dental Services in Scotland.
Answer
In line with the recommendations in the dental action plan and under the premises modernisation programme we have recently approved an application for capital funding for the consolidation of emergency dental services in Edinburgh. The proposals for the revised service include a drop-in facility for patients. We are continuing to review the position on such services, including mobile services, with NHS boards.

To ask the Scottish Executive what the impact on the NHS in Scotland will be of the judgement of the European Court of Justice in the case of Geraets-Smits and Peerbooms (C-157/99) on 12 July 2001 and what steps have been taken to implement any administrative action required as a result of the judgement.
Answer
It has always been possible for Scottish individuals to go abroad for treatment under a standing arrangement which is named after the relevant EC documentation, E112. Policy on E112 is reserved to Westminster. The prior consent of the referring and receiving clinicians, the local NHS board and the Department of Health, (London) is required before a person can be treated abroad. The vast majority of approved cases involve those where the care need is not available in the home country.The Secretary of State for Health is considering revising the E112 arrangements once the European Court of Justice decisions in these and further pending cases have been fully evaluated, and the Executive will be keeping in close touch with developments.

To ask the Scottish Executive how many heart transplant operations were carried out at the Scottish Heart Transplant Unit in Glasgow in 2001 and what the target is for carrying out heart transplant operations at the unit in 2002.
Answer
Six heart transplants have been carried out at the Scottish Heart Transplant Unit in Glasgow since the full service resumed on 3 September 2001. The target for the period 3 September 2001 to 31 March 2002 is 10.Under present arrangements, the unit is expected to perform 30 heart transplants in a full year, but there are likely to be variations due to the availability of donor organs.

To ask the Scottish Executive whether any action has been taken to monitor the introduction and movement of E.coli 0157 in restocked herds following the foot-and-mouth disease outbreak, as recommended in its report Task Force on E.coli 0157: Final Report.
Answer
Consideration was given to monitoring E.coli 0157 in restocked herds in line with the task force's recommendations. However, because the restocking had already begun from multiple sources and because an appropriate project to research this issue was not produced which would have added to existing knowledge of the epidemiology of E.coli 0157, it was decided not to proceed with monitoring work. Research on E.coli 0157 is continuing.
