To ask the Scottish Executive what consideration will be given to the recent announcements on police pay and conditions in England and Wales in its discussions with the Scottish Police Negotiation Board on police pay and conditions in Scotland.
Answer
The Police Negotiating Board operates on a UK basis and is currently consulting on draft Heads of Agreement for police pay and conditions across the UK. Any recommendations which emerge will be made to Scottish ministers as well as to the Home Secretary and the Secretary of State for Northern Ireland. There is no separate Scottish Police Negotiating Board.

To ask the Scottish Executive what recent discussions it has had with the Scottish Police Negotiation Board regarding police pay and conditions.
Answer
The Police Negotiating Board operates on a UK basis. The Scottish Executive, the Convention of Scottish Local Authorities and the Scottish Police Associations are members of the Police Negotiating Board, along with their equivalents south of the Border and in Northern Ireland. The Police Negotiating Board produced Heads of Agreement on 27 December, which are now subject to consultation. There is no Scottish Police Negotiating Board.

To ask the Scottish Executive what contribution it will make to the Convention on the Future of Europe announced in the Laeken Declaration on the future of the European Union.
Answer
The Scottish Executive considers it very important that Scotland should contribute to EU thinking on major issues such as the Future of Europe debate and believes that Scotland and legislative regions can play an important part in helping to address the acknowledged gap which exists between individual citizens and the EU institutions. The Executive will therefore pursue all the avenues open to it to feed Scottish views into the work of the convention.

To ask the Scottish Executive how many patients were treated for hospital-acquired infections at district general hospitals in (a) 1999-2000 and (b) 2000-01.
Answer
The information requested is not held centrally.However, collection of core data on the incidence of selected hospital-acquired infections is a key component of the new national surveillance framework announced in July 2001. The framework will ensure regular feedback to NHS boards and trusts from the Scottish Centre for Infection and Environmental Health of centrally analysed local and national data about selected hospital infections.

To ask the Scottish Executive what advice about the euro is being given by Scottish Enterprise, Highlands and Islands Enterprise or Scottish Trade International to exporters to the Euro'one and to those companies which import goods and services.
Answer
In the Scottish Enterprise area, responsibility for providing advice to businesses regarding the euro is the responsibility of Scotland Europa. In conjunction with HM Treasury, they have implementing a detailed programme - including workshops, conferences, publications, a website and a telephone hotline - to provide advice and raise awareness of the need to make appropriate preparations for the introduction of the currency. Such advice is continuing to be provided. Within the Highlands and Islands Enterprise (HIE) area, awareness raising activity have been undertaken by HIE and the European Information Centre (EIC). They are developing a series of practical workshops for businesses in the area on how they can use the euro. These are being developed in conjunction with banks in the area, private sector business representatives and the EIC. HIE Local Enterprise Companies provide information on the euro to businesses on request, drawing on Scotland Europa, the EIC and other resources.

To ask the Scottish Executive, further to the answer to question S1W-20749 by Iain Gray on 10 January 2002, whether it has any plans to provide a fast track procedure for applications for free central heating under its Central Heating Installation Programme for those people who have respiratory illness or a similarly heightened need for central heating or who lack a current centralised source of hot water.
Answer
We have identified three groups which will receive priority as far as is reasonable, practicable and cost effective in the circumstance. They are single person households, households aged 75 or over and the disabled or long-term sick.
