To ask the Scottish Executive, further to the answer to question S3W-32666 by Roseanna Cunningham on 16 April 2010, when the copy of its memorandum of understanding with Norway on aquaculture cooperation was first published on the Scottish Government’s website.
Answer
A copy of the memorandum of understanding (MOU) was published on the Scottish Government website on 31 March 2010. The delay in publishing was due to the extensive revamping of the Marine Scotland sections of the website.
A draft copy of the MOU was sent to the Scottish industry on 9 July 2009. The MOU was signed in Norway on 17 August 2009, and this was announced by a Scottish Government press notice on the same day.

To ask the Scottish Executive how the £0.097 million outturn efficiency for Veterinary Surveillance in 2008-09 was achieved, as reported in the Efficiency Outturn Report for 2008-09.
Answer
The Scottish Government achieved cash efficiencies amounting £80,000 by reallocated work following the occurrence of two vacancies within the network of veterinary laboratories operated by Scottish Agriculture College. A further £17,000 was made through the installation of new, more efficient, gas boilers at the Ayr and Aberdeen veterinary labs.

Answer
Up to £220,000 is available for a two-year programme over 2009-10 and 2010-11 to support innovations in tackling wildlife crime. Projects are assessed by PAW Scotland and grant arrangements are managed by Scottish Natural Heritage (SNH). Other projects which contribute to tackling wildlife crime may also be eligible for grant assistance from SNH.

Scottish Natural Heritage''s (SNH) time-releasing efficiency of £4.52 million in 2008‘09 was delivered through: the absorption of additional work within its existing resources without adversely affecting the organisation''s performance; rationalising the system for monitoring and managing commissioned research, and, improving its recruitment process by introducing more on-line recruitment and reducing the need for contractors.

To ask the Scottish Executive how the £1.393 million outturn efficiency for Royal Botanic Gardens Edinburgh in 2008-09 was achieved, as reported in the Efficiency Outturn Report for 2008-09.
Answer
The Royal Botanic Garden Edinburgh achieved efficiency savings of £1.393 million in 2008-09 by the following sources:
Levering in donations (£1 million) for the Gateway Visitor Centre to supplement Scottish Government capital funding.
Securing co-funding (£0.331 million) for research projects while obtaining 100% of the contract outputs.
Improving business processes, such as staff deployment and working practices (£0.062 million).
