To ask the Scottish Executive what action it will take to improve opportunities for lifelong learning in Ayrshire given projections by Scottish Enterprise Ayrshire that, while 23% of all job opportunities to be filled in Ayrshire over the next decade will require degree level qualifications, only 13% will be suitable for those with no qualifications
Answer
These are one set of forecasts based on historic data from economic performance inherited from previous government. They reflect the historic underperformance of the Scottish economy which is why we have taken a new approach to economic development with the Government Economic Strategy. We have placed sustainable economic development at the core of everything the government does and are working to ensure that the outcomes for the people of Ayrshire and Scotland are better than these forecasts. We will continue to encourage local approaches such as JobRotation in Ayrshire which raises the employability of jobless people by training them up in the workplace context to fill in when employees are being up skilled.

To ask the Scottish Executive which communities in East Ayrshire have the highest numbers of 10 to 19-year-olds living in the 15% most deprived areas.
Answer
The Scottish Index of Multiple Deprivation (SIMD) is the tool used by the Scottish Government to identify area concentrations of multiple deprivation. The SIMD is based on the small area statistical geography of data zones. Data zones are groups of census output areas which have populations of between 500 and 1,000 household residents. There are 6,505 data zones covering the whole of Scotland.
Individual data zones are not named and therefore data contained within this response have been presented according to named intermediate zones which represent aggregations of groups of data zones. There are 1,235 intermediate zones in Scotland, containing on average 4,000 household residents. While intermediate zones do not necessarily delineate communities on the ground, community boundaries were taken into consideration in the construction and quality assurance of the intermediate zones. In the absence of any definition of communities, intermediate zones are deemed the most appropriate means of presenting data in response to the question posed.
For those areas in East Ayrshire which fall within the 15% most deprived areas “ as defined by the Scottish Index of Multiple Deprivation “ the table below provides the numbers of 10 to 19-year-olds by intermediate zones:

To ask the Scottish Executive, further to the answer to question S3W-7993 by Kenny MacAskill on 23 January 2008, whether £20,000 is the cumulative total amount available to all 32 Scottish local authorities or whether it is the maximum amount which can be drawn down on a case-by-case basis.
Answer
Women victims of trafficking for the purpose of commercial sexual exploitation and children both receive support under separate arrangements. For Scotland as a whole, £20,000 has been set aside in 2007-08 to pay for the support of all remaining victims who have no other recourse to public funds. It is expected that very few victims will fall into this category. On the basis of past experience, it is estimated that £20,000 will be sufficient. So far, no local authority has drawn down funding.

To ask the Scottish Executive when it expects the local public inquiry into the proposed Kyle wind farm to report.
Answer
The Kyle wind farm public inquiry report was received by Scottish ministers on 20 November 2007. The report is one of the material considerations that Scottish ministers will have regard to when determining the Kyle wind farm application. Ministers expect to make a determination on this project shortly, at which point the public inquiry report will be made available on the Scottish Government website.
