Discussions are still on-going to finalise technical details relating to the Homecoming Scotland 2009 application submitted to the Lowlands and Uplands Scotland programme. VisitScotland expect to finalise these details in the next few months.

To ask the Scottish Executive how many applications have been made to the £200,000 fund, announced by the Cabinet Secretary for Rural Affairs and the Environment at the Village Halls Summit on 23 February 2008, from (a) South Ayrshire and (b) East Ayrshire councils.
Answer
Funding of £195,000 has been provided for 2008-09 to enable the Scottish Council for Voluntary Organisations (SCVO), to whom such enquires should be made, to provide support for non-crofting rural community bodies to draw up investment plans and seek funding for community proposals.
This support will be provided by SCVO project officers on request from community groups. Resulting community funding applications can then be submitted to the relevant funding bodies “ including the Scotland Rural Development Programme run by the Scottish Government and LEADER Local Action Groups - for support.

To ask the Scottish Executive, further to the answer to question S3W-12319 by Adam Ingram on 6 May 2008, what estimates, it made of the likely take-up of kinship care allowances when calculating funding allocations for local authorities to administer the payments broken down by local authority area.
Answer
The funding for all commitments included within the concordat, such as the commitment for providing allowances for kinship carers of looked after children, was negotiated and agreed with COSLA in the run-up to SR07.
The cost of funding all the commitments was included in the overall uplift within the local government finance settlement. This uplift was then allocated to local authorities according to the agreed distribution methodology. It was not allocated by specific service lines.

To ask the Scottish Executive whether it will support the construction of a footpath alongside the A77 in South Ayrshire on the stretch of road between the Ainslie Manor Nursing Home and the Mill Road junction, to ensure the safety of those who walk this route.
Answer
Transport Scotland has asked Amey to investigate the feasibility of constructing a footpath at this location. I have asked Transport Scotland to write to you when the study is completed at the end of July.

To ask the Scottish Executive whether it will support the construction of a footpath alongside the A76 between Cumnock and New Cumnock to ensure the safety of those who walk this route.
Answer
There are currently no plans for construction of a footpath alongside the A76 trunk road at this location. An investigation was carried out into the feasibility of providing a footpath in 2004; however, the cost was estimated then at over £250,000 and did not represent value for money because of the low numbers of pedestrians. Road safety on this section will continue to be monitored.
