To ask the Scottish Executive what discussions have taken place between ministers and elected members in South Ayrshire regarding the decision by South Ayrshire Council not to hand over ownership of Girvan swimming pool to the local community.
Answer
The Scottish Government has not been in discussion with South Ayrshire Council regarding the decision not to hand over ownership of Girvan swimming pool to the local community as we believe that local authorities are best placed to address and meet local needs and priorities and this is a matter for South Ayrshire Council.
As part of its strategic relationship with local authorities, sportscotland meets regularly with council officials to support them in the development of strategic plans for sport in their local area.

To ask the Scottish Executive what guidance it issues to Transport Scotland regarding the provision of pedestrian crossings on trunk roads.
Answer
A site being considered for pedestrian crossing facilities is assessed and designed using the Design Manual for Roads and Bridges (DMRB) Volume 8 Section 5 Part 1 (TA 68/96), Local Transport Note 1/95 The Assessment of Pedestrian Crossings and Local Transport Note 2/95 The Design of Pedestrian Crossings. These national documents are published by the Department for Transport and provide accepted standards for assessment, design and construction for use on trunk roads.

Answer
Investigations into the provision of pedestrian crossings on trunk roads are typically instructed following views expressed by the community. These representations are examined in accordance with assessment framework guidelines in Local Transport Note 1/95 The Assessment of Pedestrian Crossings.

To ask the Scottish Executive what progress is being made to end mixed-sex wards in NHS hospitals.
Answer
Work to eliminate mixed sex wards was completed in autumn 2005 and all patients should be cared for in wards or bays which are for single sex occupancy. We are not aware of any hospital which still makes routine use of mixed sex general wards although there are some exceptions such as high dependency areas and intensive care units where single sex accommodation is not practicable.
NHS Quality Improvement Scotland''s (NHS QIS) Clinical Governance and Risk Management Standards include a requirement to ensure the dignity and privacy of patients is safeguarded at all times. Boards are expected to ensure that all of their facilities comply with the NHS QIS standards and Scottish Government guidelines. Compliance with the standard is monitored by NHS QIS in their regular reviews.
If for any particular reason a hospital cannot meet the guidelines, patients should be advised of this prior to admission, allowing them to choose to defer admission until suitable accommodation is available.

To ask the Scottish Executive which NHS boards have indicated that they are unlikely to meet the HEAT target of a 30% reduction in cases of staphylococcus aureus bacteraemias (SABS) by 31 March 2010.
Answer
The 30 per cent reduction in SAB case numbers is a national rather than an NHS board specific target. The position on overall delivery will not be known until Health Protection Scotland (HPS) publish their validated case number data for year ending March 2010.
A further 15 per cent national reduction in SAB case numbers by end March 2011 is also to be introduced from 1 April 2010. This further reduction will be measured using projected end March 2010 outturns and will ensure that NHS boards demonstrate continuous improvement in reducing SAB case numbers.

To ask the Scottish Executive what discussions it has had with local authorities to ensure that local businesses do not suffer because of the closure of local roads damaged during the recent severe weather conditions.
Answer
The Scottish Government have been in correspondence with COSLA over additional funding to local authorities following the recent spell of inclement weather with £5 million being allocated to share among councils to repair damaged roads. It is however for each local road authority to determine how best exercise its statutory duties under the Roads (Scotland) Act 1984 to repair, maintain and improve their local road network.

To ask the Scottish Executive, in light of representations from NHS Ayrshire and Arran, what action it has taken regarding the reduction of non-recurring funding to meet waiting time targets.
Answer
The Scottish Government have allocated additional non-recurrent funding of around £5 million to NHS boards including NHS Ayrshire and Arran over the last few months to support delivery of the waiting time targets. Since December we have allocated an additional £700,000 non-recurrently to NHS Ayrshire and Arran in addition to the planned non-recurrent funding £1.507 million.
