To ask the Scottish Executive how it plans to ensure that people on low incomes have access to information technology.
Answer
We want everyone to participate in the Information Age and Scottish Ministers support the target of universal Internet access by 2005.
We have no direct equivalent to the pilots that the DfEE are introducing under their Computers Within Reach scheme, nor do we currently have plans for a central scheme to lease computers to low income families, although I understand that some similar initiatives involving refurbished computers are running in parts of Scotland.
Our access strategy centres around community-based provision, where technical support can be readily provided. A wide range of measures are being promoted by the Executive to ensure that the various networks of community-based ICT centres - including schools, colleges, and libraries - will offer affordable access to all.

To ask the Scottish Executive what role it sees for Historic Scotland in the development of a strategic approach to culture and the built heritage at a national and local level.
Answer
Historic Scotland is the agency of the Scottish Executive which has responsibility for the built heritage. As such, it is playing a full part in the development of the national cultural strategy.

To ask the Scottish Executive whether it will provide details of grants and subsidies which have been paid to members of the Royal Family in relation to their land and estates in Scotland in the last five years.
Answer
Historic Scotland has not given any such grants to the Royal Family. They do, however, maintain the Palace of Holyrood House on behalf of the Crown and not on behalf of the Royal Family.

To ask the Scottish Executive what steps it will take to increase access to training opportunities for people wishing to pursue a career in the provision of speech and language therapy.

The Scottish Executive is promoting more flexible access routes to professions such as speech and language therapy and will be discussing this with professional, educational and staff representative bodies.

Answer
Scottish Ministers have no functions regarding the supply of gas or electricity, which are reserved matters under sections D1 and D2 of Schedule 5 to the Scotland Act 1998.

To ask the Scottish Executive whether it will make a statement on the use of Scottish timber in the construction industry.
Answer
The construction industry uses an increasing quantity of Scottish timber each year. Half the houses built in Scotland are timber framed, and nearly all the timber panels for these houses are made from Scottish timber. About 11% of the timber used in the UK construction industry is grown in the UK; about half of this is grown in Scotland, with substantial amounts being sold south of the Border. The volume of timber available from Scottish forests is set to double in the next fifteen years, providing further significant supplies for the construction industry.
