To ask the Scottish Executive how much funding it will allocate in the budget for the development of additional perpetrator programmes for people convicted of crimes relating to domestic abuse.
Answer
The Scottish Governmenthas supported the development of an accredited domestic abuse programme for menconvicted of crimes relating to domestic abuse, (the Caledonian programme). TheCaledonian Advisory Group has been invited to submit a proposal for the furtherdevelopment and testing of the Caledonian domestic abuse programme. This testingwill inform its re-submission to the Scottish Accreditation Panel for Offender programmesin September 2008. Decisions about roll out will be taken in the light of thepanel’s decision on accreditation.
Other than the Caledonianprogramme, there are no current plans to support the development of further perpetratorprogrammes.

To ask the Scottish Executive how it intends to make money recovered in seized assets available to local communities to provide diversionary activities for young people.
Answer
I announced in Parliamenton 6 June 2007 that thanks to increasing amounts of moneybeing confiscated from criminals through the Proceeds of Crime Act, the ScottishGovernment will establish a new approach to reinvesting that money to benefit Scotland’s communities and especially those hardest hit by crime.We are working with several organisations throughout Scotland to draw up specificproposals on how to reinvest the proceeds of crime in ways that will most benefityoung people. Once this process is complete and the new arrangements are finalised,a further announcement will be made.

To ask the Scottish Executive what funding it will provide to the Robert Burns World Federation to support its activities in relation to the 2009 Year of Homecoming.
Answer
The ScottishGovernment agreed in September 2005 to provide funding to support the RobertBurns World Federation in relation to Homecoming Scotland in 2009. Total fundingof £100,000 is being provided over a five year period.

This will enablethe team to meet deadlines to enable the marketing message to reach theinternational market. The marketing campaign for Homecoming Scotland will gainmomentum from Burns Night 2008 onwards.

Answer
A programme ofevents for Homecoming Scotland, including signature events, is currently beingworked up by the Homecoming Scotland team and events organisers. Taking intoaccount that the budget for this was confirmed in November 2007, the team areworking to a spring 2008 deadline to have a complete programme in place. The “Gathering”has already been announced as one of the signature events in the 2009programme. As the programme develops, information will be released, but the aimis to develop a full programme by spring 2008 to ensure that the HomecomingScotland team will meet the deadlines to enable the marketing message to reachthe international market. The marketing campaign for Homecoming Scotland willgain momentum from Burns Night 2008 onwards.

To ask the Scottish Executive what discussions have taken place with the UK Government regarding efforts to tackle human trafficking.
Answer
Scottishministers sit on the UK Inter-Departmental Ministerial Group with responsibilityfor overseeing the implementation of the UK Action Plan and the Council of EuropeConvention Against Trafficking in Human Beings. Scottish Government officials siton the Council of Europe Convention Project Board, with overarching responsibilityfor ensuring the UK is compliant with the provisions of theconvention.
Scottish Governmentofficials are in regular contact with UK Government officials and others on mattersrelating to human trafficking.
