To ask the Scottish Government whether it will consider making the provision of supporting evidence from an accredited specialist conservation architect or conservation architect accredited and registered by a suitable body, such as the Royal Incorporation of Architects in Scotland (RIAS), Royal Institute of British Architects (RIBA), or the Register of Architects Accredited in Building Conservation (AABC), a formal requirement in planning (a) policy and (b) guidance for applications for listed building consent to a planning authority.

To ask the Scottish Government whether it will consider a non-domestic rates exemption for properties that are owned by local authorities and arm's-length external organisations (ALEOs) that are related to local authorities, which could allow ALEO assets to be brought back in-house without the risk of non-domestic rates liability.

To ask the Scottish Government whether it will introduce a formal requirement in planning (a) policy and (b) guidance that all applications for listed building consent to a planning authority should include supporting evidence from (i) an accredited specialist conservation architect or conservation architect registered on the Royal Institute of British Architects Conservation Register, and (ii) structural and/or civil engineers registered on the Conservation Accreditation Register for Engineers, administered by the Institution of Civil Engineers.
