As we work towards the introduction of the Education (Scotland) Bill prior to the summer recess and the creation of the new Qualifications Body, visionary and resilient leadership is essential for the SQA and its successor organisation. This will guide it through the process of transition and embed the required reforms set out in the findings of the Muir report and on which the Government is determined to deliver. I am therefore announcing an appointment round for the position of Chair of the SQA, with the successful candidate taking up post in September 2023.

It is my intention that the new Chair of the SQA will transfer to the new body and will become the Chair of the new Qualification Body. Provisions to allow this transfer to happen will be included in the upcoming Bill and will be subject to Parliamentary approval.

This approach will support the crucial transition period allowing the new Qualifications Body to take full advantage of the changes in leadership, culture and governance necessitated by the Government’s Reform Programme. This will also be shaped by the National Discussion, the findings of the Independent Review of Qualifications and Assessment, the Independent Review of the Skills Delivery Landscape.

Today the Career Review Programme Board, chaired by Grahame Smith, have published the Career Review: Final Report, titled 'Skills and experiences to grow and succeed in a rapidly changing world' . This report concludes a comprehensive review of Scotland's career services and provides detail on how the ten recommendations that the Scottish Government accepted in February 2022 will be taken forward.

I am delighted to be able to confirm that, following an intense period of scrutiny, that I am approving the plan for Integrated Maternity Services for the North, with consultant-led obstetric services at Dr Gray’s hospital. This is supported by an initial commitment of £6.6m to support implementation. I am also pleased to report that Linda de Caestecker, as lead for the external assurance panel has agreed to continue her involvement for at least the next 12 months as Boards move forward with implementation. The collaboration and innovation from NHS Grampian and NHS Highland on this plan provides a solid platform to build from as we look to strengthen maternity services in the north in a safe and sustainable way.

In the 2021-22 Programme for Government and as part of the Bute House Agreement, the Scottish Government committed to undertake an in-depth analysis to better understand our energy requirements as we transition to net zero. Following a procurement process, EY was appointed as independent contractor to carry out this work and an independent panel provided challenge and scrutiny. Independent Panel members have globally recognised expertise across the oil & gas industry, climate science, the energy sector and Scotland’s economy. They are Laura Cozzi: Chief Energy Modeller, International Energy Agency; Professor Gabi Hegerl: Chair - Climate System Science, University of Edinburgh; Professor Paul de Leeuw: Director of the Energy Transition Institute, Robert Gordon University and Professor Mairi Spowage: Professor of Practice and Director of the Fraser of Allander Institute. Whilst they provided feedback on the outputs and reports throughout their preparation, the panel has remained entirely objective and the report in no way represents the views of the respective panel members themselves, or of their institutions.

Work is now complete and the analysis, which includes a detailed assessment of oil and gas production in Scotland; a study of energy demand; and assessment of the just transition implications of the energy transition has been published on the Scottish Government website today. This work is a significant contribution to the evidence base for future policy making and we are therefore extending the consultation on the draft Energy Strategy and Just Transition Plan by five weeks, to 9 May, to allow stakeholders sufficient time to engage with this material.

It seeks views on the proposals put forward by the boards of management of North Highland College (UHI North Highland), West Highland College (UHI West Highland) and Lews Castle College (UHI Outer Hebrides) to merge into a single, incorporated college.

The consultation document will be published on Scottish Forestry’s website on 22 February at 10:00 am. The consultation will be open for 12 weeks. I would welcome all those interested in the future of forestry in Scotland to respond.

The final report of the independent group chaired by Professor Elizabeth Aston, was published today https://www.gov.scot/ISBN/978-1-80525-352-5 .

The final report has been published alongside five associated reports that helped contribute to the Group’s work. The final report confirms that Scotland is in a strong position to seize the opportunity to become world leading in adopting a rights-based, ethical, evidence-based, consultative approach to innovation and adoption of emerging technologies in policing.

The Scottish Government stands ready to work with policing stakeholders on how they plan to follow up the recommendations made by the Group. This will enable the Scottish Government to continue to work with policing bodies to ensure that new technology will be used in ways which help in the detection and prosecution of crime, as well as protecting our communities first and foremost.

A report on the findings and recommendations of Ana Stewart’s review will be published on the Scottish Government website on 20 February 2022.

The report “Pathways: A New Approach for Women in Entrepreneurship” sets out a series of recommendations aimed at closing the gender gap in entrepreneurial participation.

The Scottish Government will respond to the review’s recommendations in due course.

NHS Lothian has made significant progress with regards to the BAA recommendations, they have provided sufficient assurance through evidence of significant progress against the plan, improved governance and culture, and sustainable changes that NHS Lothian will be de-escalated to Stage 2 in the first instance with continued support and monitoring from SG.

Last year I announced plans to hold a National Rail Conversation with the people of Scotland to seek their views on passenger rail services provided by Scotrail and the Caledonian Sleeper. The National Rail Conversation will also engage the views of regional transport partnerships, rail unions, local authorities, equalities groups, businesses, emergency services and rail industry organisations – as well as non-rail users – for their input in to the vision for rail services in Scotland.

The Scottish Government is committed to supporting Scotland’s railway for the future. It needs to be affordable; accessible; sustainable; offer fair and secure employment, and provide a safe environment for all who travel and work across it, now and in the future. It is also an important component of our public transport system, offering an alternative to car use, and is key to cutting transport emissions, and achieving our Net Zero ambitions.

There will be two key areas of focus for the conversation:

1. A series of stakeholder meetings, hosted by the Scottish Government, to discuss all aspects of rail passenger services. These events will take place over the next few months and stakeholders will be contacted shortly.

2. An extensive public engagement campaign aimed at giving as many people as possible the chance to have their say on the future of rail. It’s important that we hear from as many people as possible, including those who currently do not travel by rail.

Further details of both of these strands will be provided when I formally launch the National Rail Conversation in April, marking the one year anniversary of ScotRail coming in to public ownership.

When ScotRail came into public ownership the Scottish Government was clear: this would be a new beginning for our railways with a new guiding vision. My resolve remains on creating real opportunities to deliver a railway run for the benefit of its customers, staff and stakeholders. Through the National Rail Conversation, we will listen to feedback from passengers and stakeholders and shape a vision for ScotRail which best meets the needs of the people of Scotland.
