I propose that we be clear that we are not doubting or trying to claw back from the proposed change but are very supportive of it. Sue Webber makes a good point—I agree with it—but I am worried that it might be perceived as us saying, “Oh, we’re not sure that that should happen,” when it should happen.

My initial reaction is that I am delighted that the change is happening. Deafblind Scotland is based in my constituency, and it is a fantastic organisation. It is good that the dual sensory impairment is being recognised, so I am absolutely for the change. I am not opposed to the idea of the CPG merging with the one on visual impairment, but I am absolutely happy about changing the purpose of the CPG on deafness.

It is important that children and young people receive all the support that they need at an early stage to thrive in an educational setting, particularly when those children and young people have neurodivergent and mental health issues. Will the minister set out the importance of education and health services working together, and outline how the Government is investing in additional support for learning for those young people?

I have a tiny additional question. Maren Schroeder gave some cost figures. In the Horizon case, it worked out at about £4,000 per person. What do you estimate that the cost would be, per person, if you went down a different route?

I want to ask you more about part 2 of the bill on rehabilitation, and about education and training. On the notifications side, the bill contains what would be a new offence of failing to comply with the notification provisions “without reasonable excuse”. What would a reasonable excuse be?
