Why have staffing requirements increased so much since the programme’s business case was published in February 2020, given that the key policy decisions for in-house assessment, local delivery and plans around the Scottish child payment, for example, had already been made at that point? Also, given the recent announcements by the First Minister, will the organisation grow beyond the 3,500 staff that are currently envisaged?

Evidence that has been given by bereaved parents to the Scottish hospitals public inquiry is now to be kept secret, following legal applications by the Scottish Government and Greater Glasgow and Clyde NHS Board. That is a hugely concerning development, and it risks undermining the confidence of the public inquiry.

The First Minister has already said that she will not tolerate cover-ups or secrecy from health boards. In this case, however, her own officials have acted to ensure that the evidence is heard in secret. Beyond the public inquiry, what steps will now be taken so that those allegations made by bereaved parents are fully investigated by Police Scotland?

The witnesses might be aware of the statutory repairs scandal that we saw in Edinburgh in previous times. What problems might arise when trying to retrofit mixed-tenure blocks of flats? Do the witnesses believe that the heat in buildings strategy provides sufficient clarity on the Scottish Government’s approach to the mix of tenure in buildings throughout Scotland, especially tenements? I ask Aaron Hill to start.
