We have come to the end of our questions, cabinet secretary. On behalf of the committee, I thank you and your team for attending today and answering our questions. Cabinet secretary, just before we leave that issue, last year, the committee looked at the budget lines that the Scottish Government had given to provide advice and support during last year’s cost of living and energy crisis. What did you learn from that, will you repeat the support this year and is there a budget for it?

Scottish Government Priorities

Meeting date: 12 September 2023

Edward Mountain

Agenda item 2 is an evidence session with the Cabinet Secretary for Wellbeing Economy, Fair Work and Energy on the Scottish Government’s priorities that are relevant to the committee’s remit. This is a wide-ranging session to help the committee to understand what the recently appointed cabinet secretary’s priorities will be in the coming months and over the remainder of this parliamentary session. Our discussion will focus on commitments that were made in the recently announced programme for government and on energy policy and government investment, which are two main areas where the cabinet secretary’s responsibility intersects with the committee’s remit.

I am pleased to welcome Neil Gray, the Cabinet Secretary for Wellbeing Economy, Fair Work and Energy; Kersti Berge, director of energy and climate change; Vikki Halliday, head of governance and assurance unit for strategic commercial assets; and Nick Young, head of industrial decarbonisation and carbon capture, use and storage. Thank you for attending this morning. Cabinet secretary, I believe that you want to make a brief opening statement.

I welcome your call for honesty from the industry about the true demands of what we need to get to for net zero.

Good morning, everyone, and welcome to the 24th meeting in 2023 of the Net Zero, Energy and Transport Committee. We have received apologies today from Ash Regan.

I would like to welcome to the meeting Douglas Lumsden and Ben Macpherson, who are joining us for the first time as members of the committee. I would also, on behalf of the committee, like to express our thanks to Liam Kerr for his contribution to the committee’s work during the session. He always seemed to find a question to ask that was both quite pointed and to the point, and I think that we will miss that contribution.

As Douglas Lumsden and Ben Macpherson are joining us for the first time, our first item of business is to invite them to declare any relevant interests. Douglas, would you like to go first?

Deputy Convener

Meeting date: 5 September 2023

Edward Mountain

Agenda item 2 is choice of deputy convener. The purpose of the item is to appoint a new deputy convener to replace Fiona Hyslop, who has joined the Scottish Government. I have already thanked Fiona for her work, so I am not going to repeat those thanks, but I should say that on 15 June 2021, the Parliament by motion resolved that Scottish National Party MSPs are eligible to be deputy convener of the committee.

My first question is: do we have a nomination? Jackie, are you nominating yourself?

Decision on Taking Business in Private

Meeting date: 5 September 2023

Edward Mountain

Agenda item 3 is a decision on taking business in private. Does the committee agree to take in private item 4, which is consideration of the Scottish Government’s response relating to the Retained EU Law (Revocation and Reform) Act 2023, and item 5, which is consideration of Scottish Government correspondence regarding appointments to the Scottish Land Commission?

Members indicated agreement.
