Rural Affairs and Islands Committee

Joint Fisheries Statement

Meeting date: 6 November 2024

Rhoda Grant

That was quite a long answer, but I think that you are basically telling me that those stocks are monitored separately—

Land Reform (Scotland) Bill: Stage 1

Meeting date: 5 November 2024

Rhoda Grant

Thank you. I am sorry; being online means that I am at a slight disadvantage. Jon, did you want to come in?

Land Reform (Scotland) Bill: Stage 1

Meeting date: 5 November 2024

Rhoda Grant

There was some discussion about knowledge of land transfers and about how communities could register their interest in land. What is the panel’s view on making land transfers and sales much more transparent? Should that information be available publicly, so that if a community has an interest, it can register that interest? Should there be an obligation on landowners, including owners of land of community significance, to always do that transparently?

Land Reform (Scotland) Bill: Stage 1

Meeting date: 5 November 2024

Rhoda Grant

Thank you very much. I have some questions on a theme and then some supplementaries on evidence that was given previously, so bear with me if I appear to be dotting about a wee bit.

First, I will ask about urban land reform. Because of the way that land is defined in the bill, it means that urban land reform cannot really happen under this bill. What are the benefits of extending land reform to urban areas and how could that be done in practice?

Land Reform (Scotland) Bill: Stage 1

Meeting date: 5 November 2024

Rhoda Grant

Thank you. There was discussion about a public interest test, which seems to fit quite well with this topic. What are the implications of our divergence from that internationally recognised test? What effect could that have on the bill?

Thank you.

Does Jon Hollingdale have anything to add?

Meeting of the Parliament

First Minister’s Question Time

Meeting date: 31 October 2024

Rhoda Grant

At the weekend, the Loganair chief executive said that the flight from Stornoway to Inverness is “difficult to sustain”. That flight is a lifeline service for people who need to access healthcare services that are not available locally. We have already seen patients no longer accepting treatment due to the downgrading of the Uist flights. That would also happen if the Stornoway to Inverness flight were to stop or become less accessible.

I appealed to Scottish ministers to find a solution to the situation with the Uist flight, but nothing has changed. Therefore, I ask the First Minister to intervene personally to ensure that the Uist flights are fit for purpose and to protect all those flights with a public service order. If he does not, lives will be lost.

Rural Affairs and Islands Committee

Subordinate Legislation

Meeting date: 30 October 2024

Rhoda Grant

I was not going to come in with a question, but it strikes me that some of the folk who might not have been totally happy with the move are those who already produce barn eggs. They will be sitting there, saying, “We are producing eggs in exactly the same way as those who would have normally produced free-range eggs, and they’re getting a premium for their eggs, even though they are all being produced the same way.” Were such concerns expressed?

Meeting of the Parliament

Deputy First Minister Responsibilities, Economy and Gaelic

Meeting date: 30 October 2024

Rhoda Grant

The 18th Inverness (Muirtown) scout group wishes to apply to Scottish Canals for an asset transfer of its scout hall. However, the Community Empowerment (Scotland) Act 2015 does not designate scout groups as community bodies that are eligible to make asset transfer requests. Scottish ministers have the powers under the act to designate and make eligible such organisations. Will the Scottish Government designate scout groups as bodies that are eligible under the act to make asset transfer requests? Their activities fall within the spirit of the act.

For transparency, I should say that my husband is a scout leader with the 18th Inverness (Muirtown) group.
