The Official Report is a written record of public meetings of the Parliament and committees.
The Official Report search offers lots of different ways to find the information you’re looking for. The search is used as a professional tool by researchers and third-party organisations. It is also used by members of the public who may have less parliamentary awareness. This means it needs to provide the ability to run complex searches, and the ability to browse reports or perform a simple keyword search.
The web version of the Official Report has three different views:
Depending on the kind of search you want to do, one of these views will be the best option. The default view is to show the report for each meeting of Parliament or a committee. For a simple keyword search, the results will be shown by item of business.
When you choose to search by a particular MSP, the results returned will show each spoken contribution in Parliament or a committee, ordered by date with the most recent contributions first. This will usually return a lot of results, but you can refine your search by keyword, date and/or by meeting (committee or Chamber business).
We’ve chosen to display the entirety of each MSP’s contribution in the search results. This is intended to reduce the number of times that users need to click into an actual report to get the information that they’re looking for, but in some cases it can lead to very short contributions (“Yes.”) or very long ones (Ministerial statements, for example.) We’ll keep this under review and get feedback from users on whether this approach best meets their needs.
There are two types of keyword search:
If you select an MSP’s name from the dropdown menu, and add a phrase in quotation marks to the keyword field, then the search will return only examples of when the MSP said those exact words. You can further refine this search by adding a date range or selecting a particular committee or Meeting of the Parliament.
It’s also possible to run basic Boolean searches. For example:
There are two ways of searching by date.
You can either use the Start date and End date options to run a search across a particular date range. For example, you may know that a particular subject was discussed at some point in the last few weeks and choose a date range to reflect that.
Alternatively, you can use one of the pre-defined date ranges under “Select a time period”. These are:
If you search by an individual session, the list of MSPs and committees will automatically update to show only the MSPs and committees which were current during that session. For example, if you select Session 1 you will be show a list of MSPs and committees from Session 1.
If you add a custom date range which crosses more than one session of Parliament, the lists of MSPs and committees will update to show the information that was current at that time.

Thank you for that overview.
Arup’s submission states:
“We would support SSEN’s position that Ofgem would benefit from having a more central and explicit statutory obligation to enable net zero.”
In terms of the electricity network being anticipatory of demand as opposed to responsive to it, I ask Clare Lavelle to give her insight as to what is needed for the network in the short, medium and long term.

Good morning, and thank you for joining us. I would like to discuss wind power and the readiness of the electricity network. What are the key barriers to achieving the ambition for offshore wind contained in the Scottish Government’s draft energy strategy? Could the readiness of the electricity network to accommodate new projects affect the business case for the proposals? What needs to be done to our electricity network in the short, medium and long terms? I will come to Tom Quinn first and then to Stuart Haszeldine.

Finally, Clare Lavelle, do you have any comments on that? The issue is about the balance between offshore generation and transmission and the potential for green hydrogen. At what point does that reach an equilibrium? Is that one of the market challenges?

I saw some nods from the panel there.
I will move on to the potential for generation and market ambition, particularly in relation to hydrogen. I was at Grangemouth Ineos yesterday, hearing about the plans for the Acorn project, which was very interesting indeed. Professor Haszeldine, could you give us a point-in-time view of where you think hydrogen could be? I am interested in the movement to green hydrogen and, in relation to offshore generation, the balance between electricity going into the grid and the potential for it to be used for hydrogen. Are we in a different place now than we were two years ago or perhaps even 12 months ago? How optimistic are you that we can shift the dial on the hydrogen side of things?

How the rest of business in Grangemouth can be part of this may be something that we will explore separately.
There are a lot of overlapping policy initiatives affecting the Grangemouth area and the transition. We have the Falkirk growth deal, the Firth of Forth green freeport, the UK Government’s levelling up investments and, as we just heard, the upcoming just transition plan. How does Scottish Enterprise specifically engage with all those different policy initiatives to steer what it can add value to?

That is critical because place-based also means existing businesses; it is not all about new businesses.

What we have heard to date—we heard it specifically last week—is that it is not just the future industries that have an interest in a just transition in Grangemouth but the rest of the business sector. Where do they get a voice if they are not on the future industry board?

Okay. Can you share with us your understanding of the scale of the impact of the Acorn project, once it is approved? We are hopeful. It is delayed, but it will be welcome if it is announced. What will the impact be not just for Grangemouth but for the rest of Scotland, and will that put Grangemouth in the pilot position for the massive movement into that space, particularly for hydrogen production?
